The Department
The IT Wagering Solutions Department of The Hong Kong Jockey Club plays a vital role in the organisation by providing application solutions for the Sports Wagering portfolio. The department responsible for delivering the SP3d Fixed Odds Host Systems, which are essential for ensuring accurate and efficient betting processes. Additionally, the department is tasked with delivering racing wagering and lottery transaction host components, including comingling gateways, control systems, and associated information systems lifecycle. Oversee the entire Agi le delivery process, ensuring high-quality and timely development of the Club's Backend Wagering Platforms.
The Job
You will:
• Be accountable to the Program Manager, Programme Director, Head of Department and the overall project SMES for the production of deliverables within the agreed timescale, quality and budget
• Manage the set project budget; forecast and ensure JIRA backlog is refined and prioritised regularly
• Ensure that goals, scope, and product domain are understood by each Scrum team as well as possible
• Ensure the Product Owner knows how to arrange the Product Backlog to maximize value. Understand and practice agility; and facilitate each Scrum of Scrums event as requested or needed. Prepare daily stand-up meetings for the assigned Scrum Teams
• Create, monitor, and track project Risks/Issues/Dependencies. Create/Update/Monitor/Track/Assign/Report Jira Tickets
• Ensure appropriate standards are adopted that effective quality controls are built into the project plan and that mechanisms are in place to ensure it
• Create, analyse and capture cost impacts for Change Requests
• Prepare and support Programme Stand-ups and Increment Planning
• Prepare/Run/Attend Retrospectives
• Prepare/Run Sprint Planning sessions, Sprint Reviews, Sprint Retrospectives and Sprint/Showcase Demos
• Identify and manage relationships through effective communication with all stakeholders including third parties and act as the primary point of contact
• Identify, acquire and deploy team members, and manage third parties to ensure successful project execution
• Track and monitor the creation of formal documentation including sign-offs, distribution and correct storage
• Strong communicator, a capable leader and invested in Agile frameworks
About You
• Degree in Computer Science/Information Systems/or other related subjects
• Scrum Master Certification (Scale Agile, Scrum, SAFe, etc)
• Ability to communicate at all levels within the organisation
• Minimum of 3 years of Agile Project Methodology experience
• Experience in working with offshore development centres is an advantage
• Strong English language skills (written and spoken)
• Proficiency in Cantonese is required and Putonghua (written and spoken) is an advantage
• The Scrum Master serves the Development Team in several ways, including:
• Coaching the Development Team in self-organization and cross-functionality
• Helping the Development Team to create high-value products
• Removing impediments to the Development Team’s progress
• Facilitating Scrum events as requested or needed
• Coaching the Development Team in organizational environments in which Scrum is not yet fully adopted and understood
• Agile Scrum Manager certification preferred
• Leading SAFe – Scaled Agile certification a plus
• Strong background in Software Development to continuously improve the development velocity
• Proficiency and hands-on experience in the Jira/Confluence environment
• Preferably with experience in the CI/CD pipeline
