Under general direction, this position performs a variety of highly complex and professional engineering administration duties to support the Engineering Division and Public Works Department, including overseeing the day-to-day activities of the Engineering staff; planning, directing, and supervising a variety of engineering projects and programs; and to conceptualize, develop, design, and implement all phases of difficult design and engineering research projects; and performs other related duties as assigned.

The ideal candidate possesses a diverse range of project management skills with a proven track record of designing and delivering various projects and administering consultant and construction contracts. The incumbent will also be someone who:
• Performs high-level work and thrives in a fast-paced environment;
• Has strong oral and written communication skills;
• Coordinates, oversees, and reviews work of staff;
• Establishes positive working relationships.

QUALIFICATION GUIDELINES

Education/Experience/Training
• Bachelor's Degree from an accredited college or university in civil engineering or a related field is required.
• Three (3) years of responsible professional experience in civil engineering or a related field is required.
• Public sector and supervisory experience or lead is highly desirable.

Licenses and Certifications
• License or Certificate of Registration as a Professional Civil Engineer in the State of California or registration in another state and have the ability to become registered in California within six (6) months of appointment through reciprocity, is required.
• Possession of a valid Class "C" California Motor Vehicle Operator's License.

SUPPLEMENTAL INFORMATION

Following is a summary of the provided benefits. For further information, refer to the unit's Salary Resolution or Memorandum of Understanding.
• HOLIDAYS: 116 hours of paid holidays per year.
• VACATION: 80 hours of vacation each year plus eight additional hours for each year served beginning with the employee's sixth anniversary to a maximum of 200 hours per year.
• ADMINISTRATIVE LEAVE: FLSA-exempt positions accrue 40 hours of administrative leave per fiscal year.
• SICK LEAVE: 88 hours annually. Upon retirement an employee is paid for 50% of accumulated sick leave and 25% paid upon separation.
• MEDICAL INSURANCE: The City contributes up to $1,450 per month toward medical insurance for employee, eligible dependents and retirees. Employees have a variety of medical insurance plans to choose from. Employees who waive City-paid medical coverage and present proof of insurance in a non-City employee's health insurance plan will receive $300 per month cash in lieu.
• DENTAL INSURANCE: The City contributes up to $100 per month toward dental insurance for the employee and eligible dependents.
• VISION INSURANCE: The City contributes up to $30 per month toward vision insurance for the employee and eligible dependents.
• LIFE INSURANCE: The City provides a $100,000 life insurance policy. Additional life insurance is available.
• LONG TERM DISABILITY INSURANCE: The City pays the premium for long-term disability insurance for the employee.
• RETIREMENT: Employees are covered by the Public Employees' Retirement System at, 2.7%@55 (Classic), single highest year or 2%@62 (PEPRA), three average years, as determined by PEPRA. Classic members pay the full 8% and new members pay 7.25% of the employee contribution. The City does not participate in the Social Security System, except for the mandatory 1.45% Medicare contribution.
• EMPLOYEE ASSISTANCE PROGRAM: Regular, full-time employees are eligible for participation in the Employee Assistance Program that provides confidential counseling and consultation services for family, stress, financial and legal issues.
• MEDICARE: Employees pay the mandatory 1.45% Medicare contribution.
• CREDIT UNION: F & A Credit Union is available to employees.
• DEFERRED COMPENSATION: Available to all employees who wish to participate. City contributes up to $100 per pay period for enrolled employees.
• BILINGUAL PAY: $50.00/month for the ability to speak a qualified second language. An additional $50.00/month available for the ability to translate documents in a qualified second language. Employees certified by the City as bilingual translators for both verbal and transcription receive $150/mo.
• TUITION REIMBURSEMENT: Those who have passed probation are eligible for reimbursement up to $4,500 annually for approved courses & books at Cal-State LA University tuition rates.
• DRUG/ALCOHOL FREE WORKPLACE: It is the policy of the City of Monterey Park to maintain a drug and alcohol free workplace. Applicants for City employment are expected to comply with this policy.
