Human Resources Specialist (Human Resource Specialist)

Duties

Provides technical guidance and assistance to Central Office line staff and management on a wide range of human resource matters.
Contributes to staffing functions, scheduling and conducting interviews and preparing requests for security clearances.
Assists in maintaining accurate staffing projections and position accountability for the Central Office.
Provides training to managers in preparing accurate position descriptions and ensures position descriptions are appropriately submitted for classification.
Provides assistance to staff on such issues as the incentive awards program, performance work plans, performance evaluations and the leave administration program.
Assists in administering the employee-management relations program to ensure stable and cooperative relations between management and line staff.
Responsible for maintaining familiarity with all necessary laws, rules, regulations, policies and procedures, case law and other third party decisions, ensuring their consideration and applicability to the work at hand.

Salary
  • $82,764 - $128,956/year

Qualifications

To be considered for the position, you must meet the following qualification requirements:
Education:
GS-11: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
GS-12: There is no substitution of education for specialized experience for this grade level.
OR
Experience:
GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progress for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:
GS-11:

  • Experience participating in equal employment opportunity committee meetings and activities as a resource person or program manager.
  • Experience composing a variety of technical correspondence to include congressional inquiry responses, policy reviews, and a variety of correspondence to applicants and staff.
  • Experience in providing assistance to staff on issues such as incentive awards program, performance work plans, performance evaluations and the leave administration program.
  • Experience in performing the functions related to position classification, compensation, staffing, recruitment and placement, human resources development, employee relations, and benefits and labor management relations.

GS-12:

  • Experience serving as the technical expert for problems and questions covering a wide variety of staffing and employee relations issues.
  • Experience participating in operational reviews, reviewing work for policy compliance and recommending changes to work operations to correct deviations.
  • Experience in providing guidance to supervisors and managers in the proper resolution of performance and disciplinary issues and researching responses to grievances and/or unfair labor practices.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

  • Military Spouses who meet the requirement of Executive Order 13832 - must include marriage certificate and copy of active duty military members orders OR letter from VA OR DD214 describing 100% disability of spouse, OR SF-50.
