About the Position: Serves as a Budget Analyst performing duties in support of the Medical Treatment Facility (MTF) and its geographic area of responsibility. This position is located with the Lyster Army Medical Center, Fort Novosel, AL.

Duties
• Serves as a Budget Analyst in the Program and Budget Branch, Resource Management Division, of a US Army Medical Treatment Facility (MTF).
• Develops summarized tentative operating budget for selected elements.
• Participates in the formulation of budget estimates and financial/budget reports.
• Analyzes activity plans for overall realism or projections and proper balance and relationship of resources within selected areas.
• Performs analyses and establishes targets/goals for selected program elements
• Reviews financial reports identifying and analyzing deviations from program.
• Monitors and analyzes supply, TDY, Government Purchase Card (GPC), Capitol Equipment Program (CEEP), and other expenditures versus fund availability to ensure sufficiency.
• Manages the Base Operations reimbursement program.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Qualifications
Position is being filled at the GS-09/GS-11 target GS-11 level. Duties described reflect the full performance GS-11 level. Duties will be performed in a developmental capacity under close supervision.

Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for GS-09 level:

Specialized Experience: One year of specialized experience which includes assisting with formulating and executing an organizational budget; reviewing budget/funding data; utilizing automated financial or budget systems, such as General Fund Enterprise Business System (GFEBS); and performing basic administrative office tasks such as preparing reports, schedules or completing forms. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance, Business Administration or a related discipline appropriate to the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience: One year of specialized experience which includes formulating and executing an organizational budget; analyzing budget/funding data to ensure proper execution of resources; preparing budget reports for presentation to senior leadership; collaborating with various departments/staff in the preparation and finalization of budget; and utilizing automated financial or budget systems, such as General Fund Enterprise Business System(GFEBS),to input and extract data for various reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance, Business Administration or a related discipline appropriate to the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.(GS-07).
