Overview:
We are seeking a Research Proposal Coordinator who will support the User Program Office in the Neutron Sciences Directorate (NScD) at Oak Ridge National Laboratory (ORNL). NScD operates the High Flux Isotope Reactor (HFIR), the United States' highest flux reactor-based neutron source, and the Spallation Neutron Source (SNS), the world's most intense pulsed accelerator-based neutron source. Together these facilities operate 30 instruments for neutron scattering research, each year carrying out in excess of 1,000 experiments in the physical, chemical, materials, biological and medical sciences for more than 2,000 visiting scientists. The Research Proposal Coordinator leads the biannual user proposal call process including advertising, submission, review, beam time allocation, user notifications, and data maintenance and reporting. In addition to proposal management, responsibilities include writing and maintaining policies and procedures, developing process improvements, producing user communication materials, and providing technical support for the proposal tracking system.
Major Duties/Responsibilities:
• Coordinate and oversee the biannual user proposal call process including advertising, submission, review, beam time allocation, user notifications, proposal confirmation, and data maintenance and reporting.
• Provide support for internal and rapid access proposal submissions and reviews.
• Interact with customers including staff and visiting scientists to answer questions and resolve problems.
• Maintain updated policies and procedures for the user program.
• Write communications, web content, user guides, procedures, and reference materials.
• Prepare and conduct information sessions and presentations for customer groups.
• Work with stakeholders to find opportunities for improvement in the proposal process, implement solutions, and ensure closure of outstanding actions.
• Extract and evaluate data and generate reports, charts, and presentation materials.
• Provide user support, software QA testing, and feedback on proposal tracking system and related systems.
• Support development of proposal system by contributing to discussions on system priorities, writing software requirements, submitting and tracking bug tickets, and participating in training sessions.

Basic Qualifications:
• A BS degree in information science, information technology, communication, or related field with at least 2 years of relevant experience.
• Experience assessing user needs and developing effective systems for information management and transfer.
• Established track record of outstanding customer service and working effectively in a team environment.
• Expertise in the use of Microsoft Office products.
• Excellent written communication skills.
Preferred Qualifications:
• An MS in information sciences, information technology, communication, or similar degree.
• Familiarity with user facility proposal systems and related data bases.
• Project management skills and experience.
• Excellent presentation skills.
