Responsible to: Public Health Supervisor/Woreda Medical Officer

Basic Salary: 324 to 441USD/month plus 30% hardship allowance

Programme area: Gode Zone, Somali Region, Ethiopia

MERLIN OBJECTIVE

Merlin is a British based humanitarian Non Governmental Organisation providing health care to populations in crises. Merlin exists to... provide an immediate and effective response to medical emergencies throughout the world. The assistance delivered by Merlin is targeted at the most vulnerable populations, who have the greatest health needs and poorest access to healthcare provision. Merlin’s programmes are guided by the operational needs of the particular situation on the ground. Merlin provides healthcare to populations, regardless of race, religion or political affiliation to support people affected by war or natural disaster, anywhere in the world. Merlin focuses on providing quality healthcare addressing needs within the realms of infectious disease control, primary healthcare, maternal child healthcare, TB, malaria control and laboratory rehabilitation. Merlin works within existing local health structures and collaborates with other agencies, where possible, to increase efficiency and effectiveness of humanitarian assistance.

Merlin is a signatory to the code of conduct for the International Red Cross and Red Crescent movement and NGOs in Disaster Relief. Merlin plans to implement the code of best practice in the recruitment and management of aid personnel. Merlin uses the ‘Sphere standards’ as indicators of quality. Merlin works in close co-operation with the World Health Organisation (WHO).

OVERALL OBJECTIVE OF THE POSITION: § To manage and monitor Water and Sanitation Activities at community level as well as at the Case Treatment Units (CTU) and Oral Rehydration Points (ORP)

§ To perform and promote Merlin’s objectives with respect to Merlin’s code of conduct, and Personnel Manual

§ To work with the Merlin team to implement Merlin’s 3 year strategy as stated in Merlin’s strategy plan 2009-2011, to include:

# Programme quality assurance
# Working with GoE partners to strengthen health systems and community resilience
# Emergency response and preparedness
# Organisational Development
# Mainstreaming of HIV/AIDS

SPECIFIC DUTIES AND RESPONSIBILITIES

1. In collaboration with the Project Health Coordinator and senior sanitarian, develop the three community resource people and Village Hygiene Committees in each kebele utilising the selection criteria and an appropriate training program.

2. To participate in the Merlin weekly meeting, to review the activities of each to inform other staff members of the on-going activities, the lessons learnt, and share experiences and plan on the activities of the coming week.

3. Participate in the preparation of report.

4. To ensure effective isolation and hygiene practice at the CTUs and ORPs.

5. To be responsible in sensitizing the community on the preventive measures and practices needed to keep themselves and family members from being attacked by the Acute Watery Diarrhoea (AWD).

6. To facilitate/participate in the community based trainings and training for the health staff on hygiene and proper isolation.

7. To actively participate in hygiene promotion and sensitization.

8. To facilitate the health surveillance activities based at community level.

9. Work closely with the senior sanitarian and Project Health Coordinator to plan and implement all project plans at the specified project area.

10. Facilitate distribution of IEC materials to help in the sensitization process

11. Facilitate training for community resource people in improved hygiene promotion methods using PHAST

12. Facilitate timely distribution of hand washing soaps to the targeted beneficiaries.

13. Produce periodic activity reports and participate on review meetings

IN GENERAL:

1. To carry-out any other duties and/or responsibilities as assigned by the Project health Coordinator, senior sanitarian, epidemic response task force, Country Director and/or CMT.

2. To be flexible as required.

3. To be accountable, give feedback and provide appropriate information regarding requested and/or ongoing tasks to the person or department, for whom the duties have been performed.
