GIS MANAGER - BISBEE

ANTICIPATED HIRING RANGE: $68,000 - $80,000 annually, dependent upon qualifications, plus a comprehensive benefits package to include membership in the Arizona State Retirement System.

NATURE OF WORK: Under the limited supervision of the Chief Information Officer (CIO), manages the activities of the County Geographic Information System (GIS) and the personnel assigned to the GIS Team.

As defined under the Americans with Disabilities Act, may include any of the following tasks, knowledge, skills, and other characteristics. This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and tasks performed by incumbents of this class.

TYPICAL DUTIES: (Illustrative only) Manages the GIS team and oversees the maintenance and continued development of the Enterprise GIS. Designs and implements procedures and policies for Enterprise GIS management and services. Develops annual GIS budget and long-range planning objectives. Directs the design and implementation of procedures and policies for Enterprise GIS data conversion and maintenance. Develops Enterprise GIS database standards and security measures to safeguard the integrity of GIS data, and assures database backup and recovery. Communicates GIS activities and coordinates meetings with the County GIS Committee. Coordinates, as necessary, with other entities (public and private) on GIS related activities and services. Represents the County and/or assigned departments during GIS coordination meetings and conferences. Develops GIS related training and technical assistance programs. Seeks alternative sources of funding, when possible, such as grants and cost sharing. Administers GIS related consultant activities. Performs other related duties as assigned.

A Bachelor’s Degree in Geographic Information Systems, Geography, Cartography, Remote Sensing, programming, Computer Science or a closely related field from a regionally accredited institution of higher learning recognized by the US Department of Education; a minimum of five (5) years of experience in GIS applications; one (1) year of experience which must have been with ESRI GIS software; must possess a valid Arizona driver’s license and the ability to be covered by county insurance.

An equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved may be considered.

PREFERRED QUALIFICATIONS: Preference may be given to individuals with industry certifications.

Thorough Knowledge of:
• Principles, practices and methods of Enterprise GIS management, database design and programming, application development, support and services;
• ESRI ArcGIS Enterprise and Online Platforms.

Considerable knowledge of:
• Principles and practices of scheduling and managing multi-participant, Enterprise GIS applications;
• Principles and practices of Enterprise GIS data conversion and maintenance;
• Principles and practices of Enterprise relational database management systems (RDMS);
• Public sector services.

Ability to:
• Establish and maintain effective working relationships with employees, other agencies and the public;
• Communicate effectively verbally and in writing.
• Read, write and speak English;
• Understand complex verbal and written instructions;
• Think critically, solve problems, and make decisions;
• Plan and organize complex and diverse projects;
• Influence and lead the project teams to complete projects.

PHYSICAL REQUIREMENTS:

Essential functions of this position require: lifting, manual dexterity, fine motor skills, ability to communicate.

Medium work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body; involves sitting only occasionally, walking and standing are required regularly, incumbents may be required to kneel, crouch/squat, crawl, climb, stoop, turn/twist, balance, reach, or handle.

Mental Application: Utilizes memory for details and verbal instructions, requires emotional stability, critical thinking, and adaptability; creative problem-solving skills are important.

WORK ENVIRONMENT: Work is primarily performed under limited supervision in an office setting with appropriate climate controls; some work may be performed outdoors in a variety of climatic conditions; other work may occur in confined spaces. May require travel, working early mornings, evenings and weekends.
