Under administrative direction, the Finance Director administers and manages the City’s financial planning, reporting, internal auditing, cash flow management, investments, general accounting functions, purchasing, fixed asset inventory, peddlers’ licenses, and financial data processing operations. Works closely with the City Manager on financial policies. Prepares, analyzes, and monitors the... City’s operating and capital budgets. Essential duties and responsibilities may include, but are not limited to, the following:
• Provides leadership and direction in the development of short and long-range plans, gathers, interprets, and prepares data for studies, reports, and recommendations; coordinates department activities with other departments and agencies as needed.
• Provides professional advice to department/division heads; makes presentations and communicates official plans, policies, and procedures to City Staff, City Administrator, Mayor, City Council, civic groups, and the public.
• Provides accurate, timely, and complete financial reports to City departments to assist department directors in carrying out their assigned areas of responsibility within budget; recommends cost-control activities; monitors revenues and expenditures to ensure sound fiscal control.
• Prepares a variety of studies, reports, and related information for decision-making purposes.
• Serves as Chief Financial Advisor to the City.
• Administers a wide variety of procurement activities for City departments including capital equipment purchases; prepares bid documents and Requests for Proposals; administers the bidding process for projects and purchases in excess of $100,000; administers and negotiates contracts and intergovernmental agreements (IGAs).
• Prepares budget documents and revenue projections; maintains financial records. Develops financial studies; plans, forecasts, estimates, and monitors the financial condition of the City to ensure the fiscal wellbeing of the City. Directs the preparation of State and Federal reports, including tax reports.
• Manages and maintains oversight of Winslow Public Housing and monitor compliance with Housing and Urban Development (HUD) rules and regulations for low income and Section 8 housing programs.
• Directs and manages the investments of City funds. Participates in the fiscal administration of all Federal grants and other funding programs. Oversees the issuance of bonds or other debt instruments. Assists in preparing bond documents and obtaining bond ratings.
• Administers the Utilities Department, including water, sewer, and solid waste monthly billing and collections. Analyzes operating costs and monitors the net position of each enterprise; makes recommendation to City Council for the utility rates and fees. Addresses and resolves customer complaints.
• Directs Cemetery staff; meets with families to arrange the purchase of plots and make arrangements for burial services at the cemetery. Maintains and updates burial records.
• Manages and supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates, and evaluates assigned staff; reviews progress and directs changes as needed.
• Determines work procedures; prepares work schedules and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations in the Finance Department.
• Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures. Maintains harmony among workers and resolves grievances; performs or assists subordinates in performing duties; addresses errors and complaints.
• Establishes and maintains internal control procedures to ensure State and National standard accounting procedures are maintained.
Bachelor’s degree in finance, accounting, public or business administration, or related field AND five (5) years of professional progressively responsible experience in accounting and budgeting in a comparable size organization, including at least two (2) years in a supervisory capacity; OR an equivalent combination of education, training, and experience.Work is performed in a standard office environment
