To assist the sustainable management of natural and physical resources by supporting the Team Leader to provide a responsive and efficient service processing resource consents for Council. This includes providing a high standard of customer service to customers – both internally and externally, to assist with compliance with plan rules and relevant legislation.

We are seeking Intermediate Consents Planners and above, based in Gisborne, New Zealand.

You’ll recognise the importance of the role as a Treaty partner and understand how that underpins Gisborne District Council’s work.

Duties include
• Evaluate applications... provide information, and process relevant applications under the applicable Plan and NES, adhering to legislative timelines.
• Provide sound expert and robust professional advice on resource management matters, including land development and management of the region’s resources to staff and the public.
• Contribute to the development and implementation of the Resource Consent sections work programmes.
• Ensure work is within budget constraints and, where appropriate, prepare and present reports to Council, Council Committees, Independent Hearings Commissioners and/or Environment Court.

Skills and experience required
• Prior experience in resource consent processing.
• Sound knowledge of resource management legislation.
• Experience with mapping software and the interpretation of digital planning overlay.
• Excellent written and oral communication skills, particularly report writing.
• Excellent time management and familiarity with working in a regulatory environment.
• Process oriented.
• Knowledge of the interaction between the Building Act, LGOIMA and the RMA.

Desired skills and experience
• Experience being the reporting officer in resource consent hearings.
• Experience in District and Regional resource consent processing (bundled consents).
• Experience mentoring junior staff.
• Experience in Environment Court.
