Project Description

RTI International is implementing the USAID Transforming the Education System for Teachers and Students in Liberia (TESTS) Activity. This activity will work closely with and support the Liberian... Ministry of Education (MOE) to improve the quality of teachers’ instruction in early childhood education and primary grades.

Position Description

RTI is seeking a Human Resources Specialist who will manage and direct all project HR activities, facilitating recruitment, and onboarding and training of staff. This position will report directly to the Deputy Chief of Party or his/her designee and work in close coordination with the operations team, program team, and others as needed.   The position is based in Monrovia, Liberia.

• Responsible for maximizing the strategic use of human resources and administration and maintain functions such as recruitment, personnel policies, and regulatory compliance.
• Provide guidance and support to managers regarding personnel policies and procedures, training, disciplinary action, and other personnel issues; serve as the office coordinator during his/her absence, and perform other administrative duties as assigned.
• Ensure full compliance of HR policy guidelines and country employee handbooks in tandem with local labor laws, client rules and regulations, RTI policies, values, ethics, procedures and strategies; ensure effective implementation of the internal control framework and proper functioning of the HR policy framework.
• Support the short-term independent contractor (STIC) process as needed for the project, including tracking individuals who have received a STIC each year of the project.
• Organize recruitment processes by providing input to short-listing process, screening candidates, setting up and participating in interview panels including documenting processing for offers and deployment.
• Maintain HR (including non-personnel) files; track and compile the project leave schedules, setting up all staff absence by receiving and filing PTO authorizations, performing the functions of absence monitoring and recording; advise staff on their leave entitlements.
• Implement and monitor HR policies and follow up on any changes in local legislation and the related implications.
• Ensure that necessary insurance coverage is in place for all employees, promote workplace safety among staff, and provide advice and assistant on related issues.
• Serve as the primary contact with staff benefit vendors, tracking Private Medical Insurance (PMI) and Group Personal Accident (GPA) updates and renewals.
• Coordinate preparation of contracts of CCN through timely preparation and submission of personnel action forms and offer request memos to the Regional HR Office in Nairobi, Kenya.
• Provide advice and ensure proper staff performance management process in the project including performance planning, reviews documentation, and end of year performance appraisal; ensure the deadlines for documentations and analyses are met.
• Assist in fostering project staff learning initiatives with the consultation of the RTI HR Business Partner; recommend and enroll project teams into short-term courses that are beneficial to the project and in accordance RTI University courses and individual learning plans.
• Serve as orientation and induction focal person; provide information to staff members on their employment conditions and entitlements, including on-entry briefings; facilitate CCN orientation and file orientation reports as espoused in the project on orientation and induction.
• Support the development and implementation of efficient and effective workflow processes for HR services (including diversity recruitment strategies, on-boarding, internal transfers, departures, etc.).
• Provides guidance to project leadership team on compensation planning and HR adjustments on Job grading according to approved RTI matrix.
• Keeps track of Liberia HR policy changes and timely communicates the changes to relevant staff/audiences
• Supports the professional development of project staff.
• Supports the payroll process by ensuring that correct data is provided to the finance department, including communicating any personnel contract changes.
• Works closely with Management to ensure that staff morale is highly engaged, staff welfare and motivation activities are instituted and well managed
• Performs other duties and initiatives as assigned by supervisor or project management. 

• Bachelor’s Degree in HR, Administration Management or relevant field and minimum 3 years of experience or equivalent combination of education and experience.
• Demonstrated experience in HR operations of USAID-funded programs, preferably in education.
• Knowledge and understanding of Liberia labor laws.
• Strong interpersonal, relationship building and coaching skills.
• Proven capacity to work under pressure, meet deadlines, and set priorities.
• High level of personal and professional integrity, motivation to perform at one’s best.
• Attention to detail, ability to multi-task and work independently.
• Fluency in written and spoken English required
