Duties
• You will assist the Technical Director (TD) with conceiving and directing the long-range strategy and goals for scientific development in support of all environmental modeling and the command's mission.
• You will provide advice on the Information Technology (IT) hardware and software configurations, and manpower structure and expertise necessary to support these long-range initiatives.
• You will serve as the recognized senior technical expert in operational environmental modeling to include specific areas of meteorology, oceanography, sea-ice modeling, ionospheric modeling, and air-sea coupled modeling.
• You will direct the development and implementation of complex advancements across all aspects of big data assimilation, numerical environmental modeling, and data processing.
• You will coordinate efforts in specialty areas between FNMOC and supporting Research and Development activities.
• You will serve as the primary liaison between FNMOC and Naval Research Laboratories (Monterey, Stennis Space Center, Washington D.C.) and participates in meetings and updates with NRL as required.
• You will identify and formulate policy in specialty areas related to METOC modeling, METOC data ingest and assimilation, and METOC data processing.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
• Experience serving as a technical authority in the area of of meteorology and oceanography (METOC) and ionospheric science, specifically related to numerical modeling, data assimilation, data processing, remote sensing, satellite data processing and data management.
• Experience interpreting environmental processes, statistical methods, and numerical modeling and analysis.
• Experience with writing professional scientific papers.
• Experience with teaching/communicating new concepts to a diverse audience, relating to emerging technology that may impact critical naval warfare areas.
• Experience and working knowledge of the DoD and National weather prediction missions to enable the evaluation of current and future initiatives.
• Experience interpreting policies and regulations governing environmental modeling and forecasting to direct and inform initiatives.
• Experience with interagency/organization collaboration.
• Experience utilizing R&D processes, specifically the Office of Naval Research (ONR) and Naval Research Laboratory (NRL) responsibilities and structure to assist in transitioning technology from research to operations.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possessGS-1360: Basic Requirements:
• Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.

• Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.

Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.

GS-1340 Basic Requirements:
• Degree: meteorology, atmospheric science, or other natural science major that included:
• At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of:
• Six semester hours of atmospheric dynamics and thermodynamics;*
• Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale);
• Three semester hours of physical meteorology; and
• Two semester hours of remote sensing of the atmosphere and/or instrumentation.
• Six semester hours of physics, with at least one course that includes laboratory sessions.*
• Three semester hours of ordinary differential equations.*
• At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.
• There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major.
