Project Controls Manager- Capital Projects


What you will do

In this vital role you will be accountable for managing, forecasting, and tracking costs and risks on capital projects within the Drug Substance, Drug Product, Packaging, Inspection, and Infrastructure Portfolio Organization at Amgen Manufacturing Limited in Juncos, Puerto Rico site.

This role will report to the area Project Controls Senior Manager and partners with... all internal cross-functional groups that support capital projects, including Engineering Technical Authority, Project Management, Facilities Management, Global Site Engineering, Capital Finance, and various Amgen internal business partners.

Specific responsibilities include but are not limited to:
• Managing all aspects of project controls from funding through closeout, including compliance to processes and policies.
• Working with Project Manager(s) in developing project strategies.
• Working closely with the Front-End Planning team to develop conceptual estimates and schedules.
• Developing accurate estimates & schedules, with cost and schedule risk analysis, cash flow analysis, and data for benchmarking. In addition, owning and preparing key aspects within project funding documentation.
• Developing strategies and negotiating pricing for subcontractor scopes of work, reviewing, and analyzing engineer/contractor bids with GSS.
• Monitoring and evaluating engineering and contractors’ physical progress.
• Addressing progress and delay claims from contractors.
• Analysis and accurate review of engineering/construction cost forecasts against scope.
• Knowledge in planning and scheduling engineering, construction, commissioning, and validation. Proficient in critical path theoryProficient setting project goals and deadlines, estimate labor needs, create, develop, maintain, and audit schedules, and communicate timelines.
• Proficient in Microsoft Project, MS Online and Primavera
• Preparing monthly cost reports and project status reports for senior management both on-site and corporately.
• Leading risk analysis reviews for cost estimates, forecasts and schedules using applicable software packages.
• Monitoring and handling capitalized overhead across all assigned projects.
• Exhibiting proactive safety leadership and behavior.
• Communicating and escalating on project matters and/or project controls performance for their assigned projects to Engineering leadership.
• Coordinating compliance among global engineering team, overseeing audits.

Basic Qualifications:

Doctorate degree


Master’s degree and 2 years of Project Controls experience


Bachelor’s degree and 4 years of Project Controls experience


Associate’s degree and 8 years of Project Controls experience


High school diploma / GED and 10 years of Project Controls experience

Preferred Qualifications:
• Educational Background in Engineering and 10+ years of Project Control experience within the pharmaceutical/biotechnology industry.
• Project Control experience for Engineering or Construction projects.
• Scheduling, estimating, and SAP general knowledge.
• Strong knowledge of Cost Control project full cycle (Front End Planning, Estimating, Funding, Cost Management, Contract Strategy, Progress, Change Management, Reporting, Capitalization, Project Closeout)
• Understanding of the technical and business aspects of projects to provide solutions to problems
• Experience with cost, progress measurement methods and scheduling platforms and data mining programs such as Power BI, SAP, Microsoft Project, MS Online, Primavera, Microsoft Office Bilingual (English and Spanish) communication skills
