Our client, a well respected public works authority for the country of Qatar, is looking to immediately recruit two experienced Training and Development Experts to participate in the growth and development of the business. With the practical completion of Qatar’s comprehensive national master plan, the Country is currently embarking on a major infrastructure construction campaign which will see project design and construction activity as well as job opportunities continue to grow for years to come.

Reporting to the Head of Training and working as part of the Strategic Human Resources team, your responsibilities in the role will include to:

• Draft, design and implement training and development programs.
• Implement training and development processes.
• Manage and administer training programs for various departments in accordance with the Authority’s Training and Development... policy.
• Approval of training course invoices.
• Advice of approval / non approval of training requests.
• Ensure all planned training is delivered to program timeframes.
• Production of Training Report in periodic periods that detail the training programs for each department.
• Assist in the development of the Training Budget.

Essential attributes include:

• Bachelor's Degree in Education, Human Resources or comparable with demonstrated experience in the delivery of training programs across a multi-cultural environment. Candidates from industries such as the oil and gas, engineering or road transport authority sector will be highly regarded.
• Extensive experience in Human Resources Development with emphasis on Training, Career Development, Leadership Development, Graduate Development, Organization Development, Competence Management, Performance Management, Succession Planning and Career Ladders
• Broad experience conducting Organizational and Individual Training Needs Assessments to determine, develop and implement Training Interventions that meet business needs while considering internal and external factors that may impact success
• Comprehensive knowledge of Talent / Leadership Development concepts and Best Practice.
• Expert knowledge of Competency-Based HR Models, Methodologies, and Instructional Practices
• Minimum of 15 years training and development experience with at least 2 years in the Middle East.
• Strong communication skills and strong attention to detail.
• Exposure to a national or international planning organization or government agency highly regarded
• Bilingual language skills in Arabic / English are essential
