Background:
- Under the overall guidance of the MOARD and the Technical Committee of Growth of the Red&FS, the main task of the AGP Task Force team leader would be to lead the preparation process and prepare the program including in a detailed program document outlining the program description and implementation manual(s) (PD&PIM) that is consistent with the GOE Policies MOARD’s CAADP Compact and Policy and Investment Framework/Strategy for Agricultural and Rural Growth, and the World Bank guidelines and operational Policies. The Team Leader Would report to the RED and FS SWG chair on overall progress and strategic issues, seek regular guidance from the RED & FS TC Growth, and report to the Head, Programming & Planning on all issues related to Planning and Programming

Description or Responsibility:
A) Prepare TORs and facilitate the... hiring of other Task Force Team members: W&E Specialist; Safeguards Specialist: Procurement specialist; Financial Management Specialist: Extension and Capacity Building Specialist: Agriculture/Livestock Specialist: Small Works Specialist: Competitive Grants Specialist: Land Administration and Management Specialist: and AGP Support Staff.

B) Lead discussions and coordinate with Key government agencies (e.g. MOARD, EPA, FCA, MWR, MOFED, EIAR, Regions, Zones), Participating Department Partners (DPs) to understand the proposed project design and conceptual underpinning for the proposed components and agree on the key steps and a time-table for completion of the Preparation Work

C) Help collaboration with the heads of selected regions and line departments/units (Head Programming Planning, Head Agricultural Marketing Department, Head Extension Department, Head Animal & Plant Health, Quality Regulatory Department, Head NRM/SLM Department), financed projects, especially PSNP, PBS, PCDP and RCBP (including other donors projects) acts and documents related to the research, extension systems, agricultural marketing, irrigation, community participation and gender, and draw lessons for the AGP preparation work

D) Decide what other short-term consultants may be needed to complete preparation of each component/activity and prepare their TORs. Obtain clearance of MoARD and endorsement from the World Bank and other DPS for TORS as well as hiring of selected consultants, provide necessary guidance/information and agree a timetable for completion of all activities so that individual reports, as per agreed outlines, are available for incorporation into the synthesis report

E) Guide and review progress of work being undertaken by individual consultants and organize review workshops at regular intervals to brief key stakeholders, including all key government agencies, contributing consultants and the World Bank and other collaborating donors

F) Take responsibility for coordinating the team of consultants as appropriate and ensuring the quality and timely completion of the preparation work

G) Share responsibility for the preparation of the project management component with other consultants working in this area, including the institutional development specialist; and

H) Visit selected program regions/woredas/communities to confirm the field situation and share information collected with other members of the team as appropriate

I) Timeframe and Reporting
Take the lead in the participatory preparation process and in preparing the synthesis report (programme Design and Programme Implementation Manual). Key milestones include a per appraisal mission in October 2009 and an appraisal mission in December. The Pre-appraisal mission and a revised complete report before the appraisal mission
