About the Role To be the subject Matter Expert within Philam for Investments • Being demonstrably responsible and accountable for all investment outcomes and results for Philam. • Ensuring full compliance with the... Investment Governance Framework. • Chairing the Philam Investment Committee and ensuring that performance, ALM, Compliance and Governance issues are fully covered • Supporting Philam with investment solutions and products. • Leading and managing the relationship between Philam, the Philippines Trust Company (“TC”) and other Investment functions across AIA • Providing demonstrable oversight of asset managers (such as the TC, AIAIM and external managers) to which portfolio management is outsourced • Taking Responsibility for investment input to the end-to-end product development & lifecycle management process • Providing investment leadership for the Strategic Asset Allocation (SAA) process and being a member of Philam’s Asset Liability Committee. • Responsible for the oversight of the Tactical Asset Allocation across all portfolios within designated limits and may delegate to other entities within the Group. • Cash Management arising from cash inflows/outflows/allocations from Philam to the outsourced asset managers • Proactively and continuously connecting Philam to the AIA Investment Operating Model and its components • As asset owner, responsible for the appointment of the custodians (for general account assets) and opening of the operational cash/custody accounts and set up of systems accounts (such as FAM and IBOR) • Providing ongoing investment advice and updates to Philam Exco and Board Roles and Responsibilities: ACTIVITIES SAA: Work with Finance and Actuarial to assess optimal SAA for products, product lines and funds using assumptions provided by Group Economic Assumption Setting Committee. As a member of the Philam ALCO assess the relevance and viability of new asset classes and provide investment expertise to Philam ALCO in support of the SAA and capital management processes led by the Philam CFO. Establish mandates and investment guidelines with the TC appointed managers. Agree clear performance and risk criteria and hold such asset managers accountable through regular monitoring and reporting. Establish with such managers service standards and performance criteria. Review and assess the execution of investment mandates, adherence to SAA/TAA limits and overall performance of TC and other asset managers vs. benchmarks. Oversee Tactical Asset Allocation (TAA) either directly or through delegation. As part of the Philam ALCO, ensure that any TAA decisions are consistent with the risk appetite and capital management plans of Philam. Advise BU Board, CFO &/or Exco of any ‘extraordinary tactical’ measures outside “ordinary” TAA limits approved by ALCO and agree whether any actions are required in a local market and business context. Agree nature of any such actions with Group Investments, secure approvals as required to act and instruct TC to execute. Review and assess the performance of such measures. Product Development & Hedging. Work with product teams to support design of new products and hedging of same, bringing in TC to provide advice as required on investment strategies and securing approvals as required via AAMP process. Lead the development and ongoing update of the investment strategy for ILPs and responsible for the approval process of new funds as proposed by the BU, including any relevant delegated approval authorities. Promote TC as a manager on the ILP and retirement savings platforms. Coordinate ILP issues between Philam, TC and external providers to ensure that service standards are maintained. Initiate, review and manage or delegate implementation of derivative based strategies utilizing the Group resources. Review and assess the efficacy of such strategies and ensure that capital management requirements are fulfilled. Asset Management. Manage asset classes not managed in TC e.g. physical property, policy loans, mortgages etc. RELATIONSHIPS Trust Company Lead Philam relationship with AMC, drawing up and agreeing Investment mandate on behalf of Philam, defining and monitoring service standards, procuring TC technical support and reviewing TC performance vs. agreed benchmarks Group Investments Lead Philam relationship with Group Investments, ensuring limits in place for all activities and counterparties, access to external and internal research, Philam activities and strategy understood and supported by Group CIO and Group Investment management External Fund Managers Where appointed directly and not delegated to the TC or otherwise, the CIO will monitor, review, and assess the performance of the external managers appointed and recommend to the Investment Committee when action is required. GOVERNANCE Ensure ongoing compliance and annual certification with the Investment Governance Framework. Committees: Philam ALCO: Work with Finance and Risk to agree SAA/capital consumption of any new products Philam Investment Committee “IC”: Act as Chairman of Philam IC, ensuring an appropriate agenda, applying, and monitoring limits and reporting to the Group Investment Committee. In particular, ensuring that investment performance, market conditions, risk, compliance, and governance issues are all covered thoroughly Philam FRC: Member of Philam Financial Risk Committee reporting on Investment Risk Local Executive Committee “Exco”: Member of Exco leading discussion and decisions on all matters relating to Investments. Participate in all relevant processes as required by CEO e.g. Planning, business reviews, BU strategy, reporting and communications, HR etc. Reporting. Ensure timely, informative, and compliant reporting to the bodies listed above as well as other stakeholders as required – Group Investments, regulators, Philam Board & audit / risk committees etc. Support BU compliance in the review of marketing material or policyholder reporting in relation to product development to ensure investment activities are appropriately represented Participate in planning and budgeting process for BU, supporting Finance in ensuring that transfer pricing framework is implemented and reported appropriately. Leadership: Lead local Investment team, maintain appropriate levels of skill, engagement, and commitment to Group’s core operating principles. Minimum Job Requirements: Master’s degree in Finance, Economics, Business Administration or related fields; CFA and FLMI preferred Minimum 15 years of experience in a regulated financial institution with direct involvement in and strong understanding of Investments, Markets, Capital, and Risk Excellent communication skill and fluent in English Strong analytical and decision-making skills Matured with strong leadership skill With integrity, and of good moral character Ability to deal with variety of senior stakeholders both local and Group, both internal and external and gravitas to lead and guide discussions at a senior level Track record of developing investment solutions in support of insurance businesses and of working with Finance, Actuarial and Product teams Familiarity with TAA decision making and implementation as part of active investment management.
