About the Opportunity

The System IT Portfolio Management Office (PMO) has an immediate opening for a Senior Portfolio Manager.

You will be responsible for the development, implementation, adoption and operation of enterprise level Portfolio Management capabilities and processes. These enterprise capabilities are in support of managing technology portfolios of the Federal Reserve System’s Business Lines, Products, Districts and National IT organizations. You will work with Portfolio Management teams throughout the organization in their processes, evolution and delivery of critical innovation, strategic products, and core technology infrastructure investments. You will also help advance the maturity and value of portfolio management.

Working within the System IT PMO, you will collaborate with others throughout the organization to plan and deliver innovative, integrated, and effective practices in portfolio management and related, neighboring practice areas (ex. Finance, Product Management, Project/Program Management, Data Management etc.).

What You Will Do:
• Assess needs, research options, develop, manage, and support key Portfolio Management capabilities applicable to System IT.
• Prepare related solution proposals, describe options, pros/cons, benefits and obtain agreement.
• Drive related communication, engagement, support, adoption, and process improvements with System IT Portfolio Management peers across the entire organization.
• Create a collaborative partnership with executive leaders to ensure all strategic and product demand is consistently captured and guides the prioritization and balancing of the technology portfolio to align with our strategic goals and priorities.
• Guide leadership in the management of portfolio of technology investments of different complexity, scope, and budget size through the investment and portfolio management lifecycle.
• Stay current on all in-flight and planned initiatives, customer demands, and dependencies across and within assigned portfolios of work and drives portfolio replanning when necessitated by change.
• Plan, prepare, and facilitate monthly and quarterly portfolio reviews with division leadership (product groups, BDGs, etc.) and finance partners to validate and assess the portfolio, executing changes and reprioritizing to meet business needs.
• Provide advanced consultative support and perform portfolio analysis for all portfolio lifecycle phases, prepare matching synthesis and reporting for technology and business leadership.
• Own and oversee the collective portfolio management engagement and support for an assigned division or set of technology portfolios as portfolio management lead.
• Represent System IT PMO for an assigned part of the System as business relationship liaison and provide support for ongoing activities, planning and budget cycle activities, and any ad-hoc needs for analysis, portfolio realignment, reorganization, or replanning.
• Support the Federal Reserve System’s Portfolio Management Community of Practice (CoP).

Qualifications:
• Bachelor's Degree with 9+ years relevant work experience.
• 5+ years of direct experience with IT project or program management, or equivalent experience as a Scrum Master.
• Experience in enterprise level IT portfolio management preferred.
• Working knowledge of Project Portfolio Management tools, e.g. Clarity preferred.
• Demonstrated ability to negotiate and influence. Ability to create alliances and drive consensus in a federated environment.
• Strong ability to think at a strategic and a high-level, while also performing hands-on tactical activities. High level of critical thinking abilities.
• Ability to manage and deliver on multiple commitments and projects at once.
• Record of growing to Subject Matter Expert/Thought Leader level in key areas of responsibility.
• Strong record of continuous, targeted learning that has driven successful outcomes.
• Certifications in project management and portfolio management, or willingness to obtain, such as PMP, PfMP, SAFe LPM, or similar desired.

• Sponsorship is not available for this role. The selected candidate will be subject to a government security investigation and must meet eligibility requirements for access to classified information. • The hiring range is $112,500 – $154,660 annually.
• This Senior Portfolio Manager will enjoy a hybrid work environment. You are expected to be onsite at a Federal Reserve Bank location an average of two days each week.
• For candidates outside Richmond, VA, listed hiring and salary ranges may be adjusted based on your geographic location.
• Salary offered will be based on the job responsibilities and the individual’s knowledge, skills, and experience as defined in the job qualifications.
