1. Plans, organizes, directs and coordinates the work of professional and other support staff engaged in theprovisionof Procurement and Disposal services in the EMA 2. Ensures that all Procurement and Disposal activities are in accordance with the Public Procurement and Disposal ofPublic Property Act, EMA’s Procurement and Disposal Policies and Procedures, as well as the Authority’s FinancialPolicies and Procedures. 3. Develops, maintains and ensures compliance with the EMA’s approved Procurement and Disposal Manual(Handbook). 4. Participates in and provides significant input into the formulation and management of the EMA’s procurementprogrammes and projects to support its strategic business objectives; and determines strategies and proceduresfor implementation. 5. Consults as necessary with other state entities and the Office of Procurement Regulation to obtain advice andguidance on the interpretation and application of procurement and disposal policies, procedures, and legislations... 6. Coordinates the development of the EMA’s Annual Procurement and Disposal Plan, monitors its implementation andensures that appropriate guidance and support is provided to managers in order that procurement and disposalneeds of the EMA are met. 7. Participates in the preparation of the budgetary estimates of the Procurement and Disposal function and ensuresthat expenditure is in accordance with EMA and public sector financial guidelines. 8. Assists in the preparation and maintenance of relevant procurement and disposal procedural planning tools. 9. Coordinates the invitation of bids, sourcing of quotations, evaluation of bids, issuing of letters of award andensures the signing of contracts. 10. Works with the Legal Department and the Department procuring the good or services to ensure internal controlsare in place to manage contract risks, minimize fraud exposure and protect the Authority’s interests. 11. Manages pre-qualification activities including recommending the evaluation team, preparation of bid packages,registering of tenders and arranges bid conferences. 12. Manages the prequalification database and ensures that the relevant Departments provide feedback on vendorperformance. 13. Provides advice and guidance regarding the interpretation and application of procurement and disposal policies,procedures, rules and regulations. 14. Coordinates research activities to evaluate the effectiveness and efficiency of the Procurement and Disposalfunction are undertaken and recommends necessary changes. 15. Ensures that quarterly reports are prepared during the immediately preceding quarter of all contracts awarded forsubmission to the Office of the Regulator no later than three weeks after the end of each quarter. 16. Develops and manages an efficient filing system that ensures that procurement, disposal and contractmanagement records are maintained and readily available to internal audit and Office of the ProcurementRegulator. 17. Formulates procurement and disposal related training and information programmes in consultation with theGeneral Manager and HR Manager and coordinates the activities of staff engaged in the development, executionand evaluation of such training programmes. 18. Serves a resource person at training courses, seminars and workshops on procurement and disposal. 19. Represents the EMA on committees and at meetings and other fora including those of the Office ProcurementRegulation. 20. Performs any other related duties as may be required
