The Central African Republic has been engulfed in insecurity for decades, characterized by violent conflict, political instability, human... development challenges, and climate risks. Despite being a resource-rich country with extensive agricultural potential, it remains one of the least developed countries in the world. Its population of approximately 6 million, face multiple layers of challenges due to the lack of basic infrastructure, the absence of investments in productive sectors, and the State's weak institutional and financial capacity to fulfil its critical functions. The 2022 UN Human Development Index ranks CAR 188 out of 191, HDI score of 0.404, with low scores on key dimensions of human development including health, education, and standard of living.

The UNDP Stabilization Programme was launched on February 24, 2023, during a high-level mission to Sam Ouandja, in northeastern CAR, led by the Prime Minister, the Special Representative of the Secretary-General and the UNDP Resident Representative. The programme was developed following a request from the Government and aims to enable an integrated response to the immediate needs of populations affected by violent conflict while building momentum for peace, social cohesion, and recovery. The programme aims to restore a sense of normalcy for conflict-affected communities while breaking the cycle of dependency and strengthening the foundations for effective social contracts, human security, and ultimately more resilient and stable societies. This approach is embedded within the Humanitarian-Development-Peace Nexus and supports durable solutions for IDPs and returnees and community-based reintegration.

Within the framework of the UNDP stabilisation programme, UNDP has started the implementation of the KOICA-funded project "Enhancing Stabilization and Strengthening Social Cohesion through the Rehabilitation of Basic Infrastructure, Provision of Livelihood Support, and Activities to Promote Peace and Social Cohesion in the Central African Republic." The objective of the project is to enhance stabilization in Sam-Ouandja, North-East CAR, and support the population in building back their lives with a package of comprehensive support that i) improves access to basic services; ii) provides livelihood opportunities and supports local economic revitalization; and iii) strengthens social cohesion. In this context, UNDP is hiring a Project Specialist to lead the overall management and implementation of the project

Duties and Responsibilities
Under the overall guidance of the Deputy Resident Representative of UNDP CAR, the Project Specialist is responsible for managing the implementation of the KOICA-funded stabilisation project in CAR as well as supporting the overall planning, implementation, monitoring and evaluation functions for the UNDP CAR Stabilisation Programme.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across

interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Ensure Effective Management of the Project in-terms of Financial, Administrative and Human Resources:
• Undertake day-to-day management of programme activities, including effective Project implementation and documents progress towards the achievement of outputs;
• Manage the project budget and facilitate budget approvals and revision processes as per UNDP policies and procedures;
• Ensure appropriate recording and accounting documentation as required by UNDP and preparation of required financial reports.
• Facilitate transparent financial management of the project that can stand up to regular audits and evaluation;
• Prepare work plans, and produce timely reports – financial and progress reports – as required by UNDP and donor reporting systems;
• Ensure that UNDP rules and regulations concerning finance, procurement and human resources are adhered to; and,
• Support an environment of learning for staff within the programme.

Ensure effective Project planning, implementation, monitoring and evaluation.
• Develop the necessary strategic documents concerning project planning and implementation, such as policy papers, concept notes, etc.;
• Ensure project assessments are undertaken and relevant baseline data collected so programme monitoring and evaluation can take place;
• Oversee the establishment of the monitoring and evaluation plan of the project and ensure its implementation;
• Ensure a management information system is established, which allows the efficient and effective collection, storage and analysis of data throughout the programme, including sex and age-disaggregated data where relevant;
• Guide the development of the Project's communication strategy in close collaboration with relevant partners;
• Ensure gender is integrated and mainstreamed throughout the project outputs;
• Develop Terms of Reference for programme consultants/experts hired on a short-term basis and ensure proper delivery of technical services and submission of technical and other reports;
• Ensure the participation and involvement of relevant stakeholders in project
• Ensure proper coordination of the project implementation among implementing partners and with government ministries and administrations;
• Ensure sustainability of the project intervention by promoting leadership and ownership of the programme implementation by the government and through proper capacity building;
• Ensure the timeliness and quality of the outputs as well as timely preparation of reports on achievements and challenges faced within the project;
• Ensure delivery of resources and results according to planned targets;
• Ensure compliance with donors' agreements;
• Promote identification and synthesis of best practices and lessons learned for organizational sharing and learning.

Lead Advocacy, Partnerships and Resource Mobilization:
• Builds understanding of the project's objectives with key local, regional, and national stakeholders;
• Establish and maintain strong partnerships with KOICA and other potential donor partners;
• Extract lessons learned to support programme improvement and feed into UNDP stabilization, livelihoods and durable solutions policies and programming knowledge globally (Facilitation of knowledge building and knowledge sharing).

Facilitate Knowledge Building and Management
• Identify and synthesize best practices and lessons learned directly linked to programme country policy goals.
• Provide sound contributions to knowledge networks, communities of practice, and digital knowledge platforms.
• Coordinate and ensure integrated support in the development of policies and institutions to address country problems and needs in collaboration with the Government and other strategic partners.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Required Skills and Experience

Education:
• Advanced university degree (master's degree or equivalent) in Economics, Political or Social Sciences, International relations, Development, Project Management, or related field is required, or
• A first-level university degree (bachelor's degree) in the above-mentioned field in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree

Experience:
• Minimum 5 years (with master's degree) or 7 years (with bachelor's degree) of relevant experience at the national and/or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development portfolios and projects is required.
• At least 2 year of experience in the field involving project/programme management including experience working in stabilization and recovery contexts is required.
• Experience in the use of computers and office software packages (MS Word, Excel, etc), database packages, and web-based management systems such as ERP is required.
• Demonstrated experience engaging diverse stakeholders, including governments, civil society and international development and humanitarian actors is required.
• Demonstrated experience and knowledge of community development methods and a participatory approach is desired.
• Experience in results-based management is desired
• Experience in resource mobilization is desired
• Proven ability to oversee the implementation of project design and strategic rationale is desired
• Working experience with UNDP in policy development and/or project implementation is a strong asset;

Language:
• Proficiency in oral and written French language is required.
• Knowledge of English is desirable.
• Knowledge of Korean in written and oral form is highly desirable.
