The Manufacturing Engineering team at Raytheon Operations and Supply Chain (OSC) is a diverse group of engineers. The Manufacturing Engineering Surveillance Director oversees a team of over 300 employees. The organization use their expertise to guide business decisions across different production phases.

Specialize in manufacturing throughout a product's life cycle.

Use various engineering and problem-solving skills to develop and enhance manufacturing and testing processes.

Apply lean principles to streamline systems, ensure products are adequately tested, and meet standards.

Provide equipment maintenance and metrology services.

The Manufacturing Surveillance Director will report to the Raytheon Manufacturing Engineering Executive Director and collaborate closely with the Surveillance Manufacturing Operations Executive Director to support Factory Operations' goals.

This position is pivotal, carrying high visibility and a mandate to strengthen collaboration and change guidance. Its focus is on introducing best-in-class results that incorporate original manufacturing technologies and processes, fostering sustained growth while emphasizing affordability. Collaborating closely with others in manufacturing implementation, supply chain, quality, program and design engineering within the Surveillance, Sensors, and Effectors portfolios, this role ensures alignment towards tactical and strategic goals. Furthermore, it involves tight collaboration with the extended Raytheon Manufacturing Engineering leadership team, fostering alignment and the sharing of best practices to advance manufacturing engineering strategies collectively across the organization.

Responsibilities to Anticipate:
• People Leader of 300 Manufacturing, Production Test, and Metrology engineers, including a directorate staff of 5+ composed of Department Managers and Chief Technologists across factories in California, Texas, Mississippi, and Colorado. The position will be in located McKinney, TX.
• Establishes and implements strategies, focus is on long-term strategic goals to achieve business results, which may require substantial development of new processes, standards, or operational plans to achieve strategies.
• Ensures organizational projects meet commitments for technical, cost, and schedule.
• Ensures consistent application of Manufacturing and Test Engineering processes and resources.
• Supports proposal efforts through guidance in the development and review of Gate 4 activities.
• Serves as the Mfg Eng representative to both internal and external customers and Business/key team members as required.
• Motivates employee development through effective employee performance management including goal setting, career development, compensation planning, employee training, developmental task assignments, and appropriate use of awards and recognition.
• Advises and provides effective guidance, coaching and guidance to Mfg Eng stakeholders and individual contributors.
• Develop and maintain a pipeline of engineering talent with the competencies required to support implementation of factory operations.
• Supports by example by being a champion of respect, diversity/inclusion and ethical conduct within the organization.

Basic Qualifications:
• Typically requires a Bachelor’s and a minimum of 14years prior relevant experience, or an Advance Degree in a related field and a minimum of 12 years’ experience.
• 3+ years of prior experience managing operations, engineering, manufacturing, program management or similar for a complex product domain, high-technology or large company environment.
• Ability to travel domestic 40%.
• The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications:
• Prior experience guiding in a DoD manufacturing engineering environment.
• Experience with Six-Sigma / CORE and lean manufacturing processes.
• Understanding of Raytheon product structures and product technical details.
• A great team builder with the ability to communicate clear expectations and impact teams across a wide cross-section of disciplines.
• Experience in financial planning, analysis, & cost management (overhead, cost controls); demonstrated experience of positive financial performance / cost reduction
• Knowledge of program management resources such as budget development, basis of estimate development, schedule development and risk and opportunity processes.
• Ability to effectively balance between technical design maturity and manufacturing capability.
• Experience with proposal preparation.
• Demonstrate guiding ability, excellent written, verbal, and oral communication skills, excellent judgment, reasoning, and resolution-making abilities.
• Significant knowledge of manufacturing engineering tools and processes across a product life cycle.
• Ability to work in a exciting environment.
• Experience which includes increased roles and responsibility, leadership experience: preferably in manufacturing experience.
• Demonstrated technical acumen in the manufacture, test and integration of complex product technologies and systems.

The salary range for this role is 171,000 USD - 343,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
