Senior Legal Officer (Landfills & Refuse Transfer Station)

Salary:
HK$133,090 per month

Entry Requirements:
Candidates should –

(a) (i) be a solicitor with at least ten years of professional experience since admission in Hong Kong or any one of the recognised jurisdictions as stipulated under Section 2A and Schedule 2 of the Legal Officers Ordinance; or

(ii) be barristers with at least ten years of professional experience since attaining the right to full practice in Hong Kong or any one of the recognised jurisdictions as stipulated under Section 2A and Schedule 2 of Legal Officers Ordinance;

(b) have ample knowledge of and proven experience as solicitors/ barristers in engineering projects and contract management;

(c) preferably have relevant professional experience as solicitors/ barristers engaged in landfill and refuse transfer station project; and

(d) preferably have working experience in the... Legal Advisory Division (Works) of the Development Bureau and/ or the Department of Justice.

Note:
(1) “Attained with Distinction” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade C in Other Language subjects in the HKDSEE are accepted as equivalent to Level 3 in the New Senior Secondary subjects in the HKDSEE. “Attained” in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade E in Other Language subjects in the HKDSEE are accepted as equivalent to Level 2 in the New Senior Secondary subjects in the HKDSEE.

(2)The subjects may include Chinese Language and English Language.

(3)‘Grade C’ and ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.

Duties:
(a) To provide legal support in drafting contracts for landfill and refuse transfer station projects;

(b) To take part in liaison and discussions with the Legal Advisory Division (Works) of the Development Bureau, the Department of Justice and/ or other government bureaux/ departments on various legal and contractual issues;

(c) To provide legal and dispute resolution services to landfill and refuse transfer station projects;

(d) To assist in possible negotiation works with the contractors of landfills and/ or refuse transfer stations and to provide associated legal support and advice to staff of the Environmental Infrastructure Division (EID) of the Environmental Protection Department (EPD);

(e) To provide legal trainings to staff of the EID; and

(f) To undertake any other legal related duties as assigned by the supervisors.

Terms of Appointment:
Successful candidate will be appointed on non-civil service contract terms for one year.

Fringe Benefits
14 days paid annual leave will be granted to the successful candidate. The eligibility for rest days, statutory holidays (or substitute holidays), maternity / paternity leave and sickness allowance, where appropriate, is in line with those provided for under the Employment Ordinance. A gratuity may be granted at the end of the contract period if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary received during the contract period.

General Notes:
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.
