Duties

As the Integrated Modeling Section Chief within the New England Water Science Center, some of your specific duties will include...
• Oversee, plan, and perform a wide range of scientific assignments including computational modeling; computer programming; data collection, management, and analysis; report writing and publication review.
• Manage program funding from a wide range of funding sources including Geological Survey congressional appropriations, other federal agencies, and multiple State agencies, towns, water associations, and Native American Tribes.
• Counsel's subordinates on technical work matters, and personally provides, or obtains from others, guidance on administrative matters.
• Innovate, design, and conduct multi-disciplinary scientific data-collection, management, and analysis activities and studies involving the computerized integration of complex combinations of multi-layered thematic spatial and timeseries data.
• Evaluate and optimize data-collection networks, data-collection activities, interpretation of hydrologic and geologic data, and geophysical techniques.
• Serve as principal contact with cooperating agencies and/or stakeholders in the identification, design, planning, and conduct of data-collection, data-management, and data-analysis and research efforts related to areas of expertise.
• Ensure that programs overseen with Federal, State, County, local, Tribal, and public agencies, internal Geological Survey programs, and Cooperative Matching Funds in the New England Water Science Center meet the needs of customers.
• Operate a government motor vehicle as an incidental driver.

Qualifications

BASIC EDUCATION REQUIREMENT: At all grade levels, applicants must meet A or B below to satisfy the basic education requirement for Hydrologist.

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical or natural science, or engineering that included at least 30 semester hours or the equivalent in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours or the equivalent in calculus (including both differential and integral calculus), and at least 6 semester hours or the equivalent in physics.
• *OR

B. A combination of education and experience-course work as shown in "A" above (30 semester hours or the equivalent in any combination of courses as specified in "A" above which must include at least 6 semester hours or the equivalent in calculus (including both differential and integral calculus), and at least 6 semester hours or the equivalent in physics), plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. For GS-13:

In addition to the basic education requirement as stated above, applicants must have one year of appropriate professional experience in hydrology that is equivalent to at least the GS-12 level in the Federal service.

Examples of such experience include planning, executing and reporting on original hydrologic studies or ongoing hydrologic studies requiring a fresh approach to resolve new problems. The complexity of this work typically required extensive modification and adaptation of standard procedures, methods, and techniques, and the development of totally new methods and techniques to address novel or obscure problems for which guidelines or precedents were not substantially applicable. At this level, Hydrologists have extensive knowledge of the principles of hydrology and highly developed ability in their application, and wide latitude for the exercise of independent judgment to perform scientific work of marked difficulty and responsibility.
