Organizational Setting and Reporting Relationship
The position Senior Project Officer (Financial Sector) is assigned to the Finance Sector Office (SG-FIN) within the Sectors Group (SG). You will be based at our Resident Mission Office in... Armenia.

You will report to designated International staff and may supervise Administrative staff.

Your role:
As a Senior Project Officer (Financial Sector), you will contribute to the Finance Sector Office (SG-FIN)’s financial sector development work in Armenia. This will include handling loan/Technical Assistance (TA) processing and administration, portfolio management, sector work, and other general sector activities in close coordination with SG-FIN colleagues. The role also leads and supports capacity building programs and speaking engagements, support financial management and analysis of ADB projects, contribute in project and program implementations, and development of various reports.

You will:
• Monitor financial sector developments and contribute in policy dialogue on priorities and options for financial sector development and to promote infrastructure financing as well as inclusive financial service delivery.
• Network with financial intermediaries engaged in financing for infrastructure, rural development, housing, small and medium enterprises, and micro enterprises.
• Work closely with Private Sector Operations Department (PSOD) and Private Sector Development (PSD) team to identify viable projects, including those that qualify as innovative pilot projects.
• Review project proposals submitted by promoters and other financial intermediaries based on a preliminary assessment and assists in processing of loans.
• Participate actively or take lead/co-lead in the processing and administration of assigned loans & TAs, depending on the requirements of Armenia Resident Mission and SG-FIN. This may also extend to operations in other Central West countries, though the bulk of the work will be in Armenia.
• Support or lead in processing and administering loans and TAs related to financial sector, including on housing finance, capital market, and private sector development.
• Prepare periodic project profile reports and manage project databases, including preparation of the Report and Recommendation to the President by gathering, consolidating data and preparing section drafts.
• Coordinate with relevant sectors and other parts of ADB to ascertain progress of projects under administration, identify potential problems, and make preliminary assessment of corrective actions.
• Monitor indicators such as implementation delays, disbursements, contract awards, submission of audited financial statements, potential savings on loan/technical assistance (TA) cancellations, scope changes, net resource transfer, etc. and analyzes these as bases for decisions on division programming including delegations to resident missions.
• Assist in preparation of briefing notes, issues papers, country briefing papers, status reports on various country operations, development cooperation with donor countries/other multilateral organizations as requested by RMs/other departments, or by SG-FIN Management for visiting delegations from DMCs/other international/external organizations. Provide necessary inputs that may be required by SG-FIN Management Team.
• Contribute to knowledge generation and distribution and supports dissemination of SG-FIN work to wider audience.
• Help in designing all SG-FIN missions and participate actively including to coordinate with government and the private sector to maximize impact of missions.
• Contribute in financial management and financial analysis of ADB projects including some financial modelling/projections. Provide information and analysis of policies, strategies, and institutional approaches for the sound development of financial sectors in developing member countries (DMCs).
• Participate in the ADB’s Finance Sector Group and supports the review and development of ADB’s financial sector policies and practices.
• Contribute to knowledge development and dissemination of cross-country experiences and participates in internal and external forum related to financial sector development.
• Perform other duties that may be assigned as reflected in the incumbent’s work plan.

You will need:
• Bachelor's degree in finance, economics, management, or related fields; preferably with Master’s degree in related fields, Certified Financial Analyst (CFA), Chartered Accountant (CA), or M.B.A. with advanced training in finance.
• At least 8 years of relevant work experience in banking and finance, or consulting and advisory for the financial institutions; and at least 4 years of supervisory experience.
• Experience in development banking, financing for infrastructure development, housing finance, or SMEs development will be an advantage.
• Proven ability to undertake research and analytical work on difficult but well-defined tasks; Collect, organize, and analyze data, and prepare notes, papers and sections of reports.
• Strong knowledge of regulatory and operational issues related to the banking sector, financial institutions, and the capital market.
• Good understanding and hands-on experiences in financing for infrastructure development, housing finance, or capital market development.
• External work experience of at least 2 years within the last 5 years is required.
• Knowledge and experience in climate finance is an advantage.
• Sound knowledge of financial sector policies and financial/capital market instruments.
• Good computer skills with sound knowledge of commonly used application software such as MS Word and Excel.
• Excellent written and verbal communication skills in both English and Armenian.

Additional Information
This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, (b) not renew a fixed term appointment, or (c) reverse a staff member on fixed term assignment to a former level.

This position has been created as part of the Workforce Rebalancing Framework, which is a multiyear initiative (2022-2027) aimed at increasing in-house expertise in key operational areas that was previously sourced from consultants through ADB’s technical assistance. The goal is to strengthen in-house expertise to enhance the quality of ADB’s policy dialogue, operations, and knowledge solutions delivery by collaborating closely with developing member country clients. Expected candidates are seasoned experts in the advertised area(s) with strong field experience who can lead policy dialogue and project work with emphasis on providing knowledge solutions. Staff may undertake short-term assignments in other groups, departments or offices only when the expertise in the advertised area(s) is needed by those groups, departments or offices.

This opening is a local staff position. It is open only to nationals and residents of Armenia.
