Ethiopia has made significant improvements in formulating the nutrition policy environment. However, despite the existence of key nutrition policies and strategies, sustaining the momentum without sustainable financing is a significant bottleneck. The ten-year costed Food and Nutrition Strategy (FNS) estimates the costs of delivering the recommended nutrition-specific and nutrition-sensitive interventions set forth in the national Food and Nutrition Policy. The minimum cost of the ten-year National Food and Nutrition Strategy was estimated to be US$2.55 billion with an average annual cost of US$250 million over ten years (2021- 2030).[1] Accelerated efforts are needed to mobilize the financing necessary to support the plan’s costs, with effort across all partners and sectors.

In partnership with UNICEF, R4D is planning to support public finance for nutrition (PF4N) by developing a Financing Plan for the FNS costed framework which will act as an overarching public... financing for nutrition framework that will coordinate the financing efforts of various multisectoral food and nutrition roadmaps under the umbrella of the broader National Food and Nutrition Strategy in Ethiopia.


R4D is supporting the Government of Ethiopia’s sustainable financing goals for implementation of the FNS strategy through developing a public financing management framework.

The specific objective of this consultancy is to support a scoping assessment to provide a clear understanding of what public financing for nutrition in Ethiopia looks like at subnational level, and informed by the findings from the scoping assessment, support the development of a Financing Plan for the FNS Costed Framework.


The approach to develop the financing plan will draw on R4D’s global experience in sustainable financing for nutrition and the processes used to develop the Seqota Declaration Resource Mobilization Plan, in alignment with UNICEF’s Public Financing for Nutrition framework. This work will be conducted in a highly collaborative way with leadership from the MOH Nutrition Coordination Team, and input from UNICEF, R4D and key stakeholders to ensure all recommendations are fit for purpose and well-tailored to the overall narrative.


The consultant must be based in Addis Ababa, Ethiopia and able to conduct work remotely as well.

• Activities of the consultant include:
• Conduct a Desk review: Stock-taking of all nutrition financing initiatives and review of how the system overall is working, where FNS fits in, and how funding to nutrition is prioritized and allocated. These may include annual MOH/sectors resource mapping initiative, health expenditure analysis reports and inclusion of nutrition, Seqota Declaration tools and annual planning processes, Ministry of Finance tools and processes where nutrition could be incorporated.
• Support organization of a minimum of 2 subnational workshops, including preparation of workshop materials (session tools), logistics support, workshop facilitation, notes, and workshop outputs in achievement with broader project objectives.
• Support preparation of technical tools to articulate the nutrition financing landscape, building on existing tools, and adapted to Ethiopian subnational context.
• Prepare draft scoping report on financing landscape assessment.
• Support 1:1 consultation with stakeholders, including scheduling, preparations, notes, and follow-up.
• Support the team on preparation of the financing plan.
• Support organization of a minimum of 2 national level consultative/validation workshops.

• 2 regional workshops (planned for May-June)
• A consolidated report of desk reviews submitted 2 weeks following the regional workshops
• Draft report on the subnational/national nutrition financing landscape, incorporating key messages from the workshops and consultations.
• Report including recommendations for the FNS financing plan (working iteratively with the broader team)

• The consultant is expected to have qualitative field research experience as well as a track record of conducting comparable assessment in field of nutrition financing and budgeting. Specifically, the consultant should have the following qualification and skills:
• Academic specialization: Advanced degree in health economics/ public health/social sciences and financing related expertise including, nutrition financing or a related discipline preferred. Candidates with relevant experience and BA-level training in the above disciplines will also be considered.
• Experience: At least five years of relevant field experience doing assessments, research, involving the collection of original and secondary data. Experience analyzing, financial data running qualitative studies, including in data collection design, implementation, and analysis, in developing countries, is required.
• Language: Superior written and oral communications skills in English is essential.
• Interpersonal skills: Demonstrated ability to work effectively and sensitively in teams and with government counterparts.

• The consultant will be paid a daily rate to be negotiated based on his/her skills and experience. S/he will keep a labor log documenting his/her working dates and the tasks supported. Payment will be based on invoices reflecting time worked and will be paid up on completing the three deliverables.
• 30% up on submission of desk reviews and a consolidated report of 2 regional workshops.
• 30% up on submission of draft report on the subnational/national nutrition financing landscape, incorporating key messages from the workshops and 1:1 consultation.
• 40% up on submission of a report including recommendations for the FNS financing plan (working iteratively with the broader team
