The County of Riverside's Office of the Treasurer-Tax Collector has an opportunity for an IT Business Systems Analyst III located in Riverside.

The selected candidate will report directly to to the IT Supervising Business Systems Analyst and will assist in leading the Business Process Analyst staff within the Application Support unit. This position requires the ability to work independently with minimal supervision. main duties will include leading, assigning, reviewing, and evaluating the work of IT business process analyst staff as well as planning, organizing, and providing opportunities to develop and maintain job-related competencies.

Competitive candidates will have experience with property tax systems such as Aumentum and knowledge in the areas of property tax business processes and California property tax laws. Experience with SQL Server Integration Services (SSIS) andSQL Server Reporting Services (SSRS) is also a plus!

Meet the Team!

The Riverside County Treasurer-Tax Collectoris responsible for the billing and collection of property taxes, and, for the receiving, processing, investing and most importantly, safeguarding of public funds, as mandated by the laws of the state of California.


Conduct systems analysis and design of business processes involving evaluation of current/proposed information & business process flow, available/emerging technology (hardware/software) and cost/benefits.

Develop and document user requirements from end-user input for new and/or existing systems, business processes and applications.

Implement new/modified processes/systems by performing design, application development, installation & testing.

Modify software; customize business applications and interfaces.

Coordinate and communicate with end users, management, staff and vendors on project issues and status.

Assist in developing project work plans/schedules and monitor project resources including staff time, vendor work and finances.

Prepare project documents, requirements, reports, feasibility studies, cost/benefit analysis and quality assurance/control standards.

Maintain, support, and administer software applications.

Provide customer support, training and problem analysis for software applications.

Any other duties as assigned by the IT Supervising Business Systems Analyst or Management.


Education: Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with coursework in computer science, computer information systems, data processing, information management, or a related field to the assignment. (Additional qualifying IT job-related experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience).

Experience: Four years of successful journey level IT job-related experience as outlined below in any of the required areas, one year of which included either lead person duties or technically advanced IT job-related work (One year as an IT Business Systems Analyst II will satisfy the one year of lead or technically advanced experience requirement).

Required IT-Related Areas:
• Resolving technical problems and innovating more efficient use of IT resources.
• Performing systems analysis work and problem solving.
• Writing and modifying technical and user documentation.
• Writing code and scripts.
• Experience with creating or modifying web applications.
