**Job Description**

IRC Lebanon is looking for a consultant experienced in partnerships and organizational management to lead on a partnerships capacity assessment aimed at identifying gaps, challenges and opportunities for the institutionalization of partnerships in all the project cycles in view of further increase of IRC’s partnership portfolio. The consultant will focus on the internal change management process and propose necessary changes to evolve into a more partnership focused approach.
• *Scope of Work:**

\- Conduct a thorough review of IRC partnership self-capacity assessment tool with guidance from Partnership Coordinator and Regional Partnership Advisor
\- Review findings of the last partnership self-capacity assessment exercise, partnership strategies, Strategy Action Plan / Implementation Plan, and existing partnership workplans with guidance from Partnership Coordinator and Regional Partnership Advisor
\- Conduct one-on-one meetings with relevant teams: Partnerships... Technical Programs, Operations (including field coordinators), Senior Management Team, Finance, Grants, MEAL and HR to assess IRC’s internal systems, coordination mechanisms, Standard Operating Procedures and structural capacity to support and increase partnerships while identifying the existing limitations, gaps, strengths and opportunities.
\- Define the needs of the country team’s structural and managerial changes, and resources needed to achieve IRC’s partnership ambition through a coherent organizational structure serving this purpose.
\- Present the findings of the capacity assessment to IRC’s Leadership team and agree on core priorities for internal management change.
\- Provide a final report to include the methodology, the main findings of the assessment, propose a detailed work plan including the specification of roles and responsibilities through a RASCI Matrix, taking into account feedback received by the IRC and in coordination with the Partnership Coordinator, Regional Partnership advisor and Senior Program Support Coordinator.

• *The Consultant will work with the** Regional Partnership Advisor, Senior Management Team, Senior Programs Support Coordinator, Partnership, Programs, Operations, Finance, Grants, MEAL and HR Units.
• *Qualifications**

\- Masters’ Degree in governance and policy making, NGO management or other fields that are relevant to the scope of the consultancy.
\- A minimum of 5 years relevant experience.
\- Demonstrated experience in working on partnerships, stakeholders’ engagement, and organizational management.
\- Sound knowledge of the Lebanese context with demonstrated experience interacting with civil society and the humanitarian sector.
\- Excellent written and oral communication skills in Arabic and English.
\- Experience in drafting reports, workplans and RASCI Matrices.
\- Strong facilitation skills.
\- Familiar with agile approaches of management.
\- Strong interpersonal, intercultural and communication skills.
\- Positive and professional attitude.
\- Strong analytical skills.
\- Excellent computer skills including MS Word, Excel and PowerPoint
