J-PAL Europe , based at the Paris School of Economics, leads J-PAL’s work in Europe. J-PAL Europe conducts randomised evaluations, builds partnerships for evidence-informed policymaking and helps partners scale up effective programmes.

With a network of affiliated professors based across Europe and beyond, we partner with governments and civil society actors to conduct rigorous impact evaluations of social programmes in Europe. We also work with J-PAL offices around the globe to help inform the work of European development actors.

Position Overview

J-PAL Europe is looking to hire a new member of its Finance and Operations team to contribute to its mission of promoting evidence-based policy across Europe. This position will be based in our offices at the Paris School of Economics.

The Finance and Operations team at J-PAL Europe supports J-PAL’s mission to efficiently translate research... by J-PAL affiliates into actionable poverty alleviation policies around the world. We are looking to hire staff who combine a strong passion for working with organisations to inform development policy with solid administrative abilities to further our mission.

Under the supervision of the Director of Finance and Operations, the (Senior) Finance Manager is in charge of budgeting and grant management. He provides support to the drafting of proposals and the establishment of contracts with partner institutions.

Principal Duties and Responsibilities


Establish J-PAL Europe core budget in coordination with J-PAL Global

Coordinate with project teams to establish budgets included into proposals

Centralise budgeting information to support J-PAL Europe strategy and development (hiring, events, etc.)

Liaise with PSE on budgets


Liaise with PSE and external partners to establish contracts and agreements, including subgrant agreements in the frame of J-PAL Initiatives

Review contracts and agreements so that they follow J-PAL guidelines and best practices

Work with external providers to get quotations, invoices, etc.

Grant management

Liaise with PSE to track expenses and follow budget consumption

Analyse expenses and produce financial reports

Interact with donors and partner organisations

Be the contact person for subgrantees, receive and review financial reports, validate instalments


Education:Master degree in financial management; Bachelor degree accepted if relevant experience

Experience: Minimum 10 years experience in related field; previous experience in a research institution would be a plus

Languages: Native-level proficiency in French, excellent command of English (both spoken and written): in both languages, written expression must be precise, and oral expression clear and confident (internal meetings, discussions with partners); knowledge of another European language would be a plus

Experience in establishing budgets and managing grants

Strategic thinker: can handle multiple projects at once with little supervision, meet deadlines while conducting high-quality work, and effectively manage your time.

Detail-oriented: High level of accuracy and organisational skills, familiarity with office tools and modern communication tools (e.g., Excel, Google sheets, Zoom, Slack);

Strong interpersonal skills, attentive listener, ability to work in a multilingual and multicultural environment; Diplomacy, institutional relationship skills, and ability to work in a multi-partner environment;

Pragmatism and a constructive mindset, focused on finding applicable solutions;

Dynamism, team spirit, and motivation to contribute to J-PAL’s mission.
