Public and Government Affairs Manager

Higher Executive Officer Grade

We are delighted to be recruiting a Public and Government Affairs Manager on behalf of our client Sport Ireland.

Job Purpose:

The Public and Government Affairs Manager will be responsible for developing, implementing, and managing clear and comprehensive, public and government affairs plans that deliver efficient and transparent communications with public, governmental bodies, and key stakeholders.

Reporting To: Director of Communications, Corporate Affairs and Marketing

Key Duties and Responsibilities:
• Develop and execute strategic plans for public affairs and government relations in alignment with Sport Ireland's objectives and brand identity.
• Cultivate and maintain positive relationships with government officials, policymakers, regulatory bodies, and key stakeholders to advocate for Sport Ireland's interests.
• Monitor legislative and policy developments affecting the sports sector and advise on... potential implications for Sport Ireland.
• Collaborate with internal teams to ensure compliance with relevant legislation, including the Sport Ireland Act 2015 and other applicable regulations.
• Create processes around the compilation and responses of Parliamentary Questions and ensure they are submitted promptly.
• Monitor, compile, and circulate notes on political debates and regulatory and legislative initiatives related to sport.

The above is not an exhaustive list, and the role will include any duties required by Sport Ireland from time to time which are appropriate for the position and the needs of the organisation. The duties and expectations may evolve to meet the dynamic needs of Sport Ireland and the Communications, Corporate Affairs and Marketing Unit.

Person Specification:

Essential: Qualifications, Experience, Knowledge, Skills and Abilities
• At least 3 years of experience in public affairs, government relations, or related roles, with a demonstrated understanding of marketing, branding, and state agency guidelines.
• Proven experience in stakeholder management, policy analysis, and strategic communication within the sports sector or a similar environment.
• Excellent communication and interpersonal skills, including the ability to influence and negotiate with diverse stakeholders while developing strong relationships built on trust.
• Strong written communication skills and an ability to deliver a message succinctly.
• Demonstrated ability to take initiative, show resourcefulness, and drive projects forward independently.
• Demonstrated ability to work collaboratively in a small team environment.
• Flexible and proactive in responding to changing priorities or unforeseen challenges, maintaining motivation and enthusiasm to achieve objectives.
• Capacity to identify issues, analyse complex situations, and develop innovative solutions aligned with Sport Ireland's mission and objectives.
• Committed to delivering a high-quality service, addressing stakeholder needs, and resolving challenges effectively, demonstrating high personal integrity in all interactions.
• Proficient in organising and managing multiple tasks and projects simultaneously, prioritising effectively, and meeting deadlines without compromising quality.
• Capable of working independently and managing others, making informed decisions, and taking ownership of responsibilities within the scope of public and government affairs.
• Proficiency in Microsoft Office suite (Word, Excel, PowerPoint, Outlook), and other relevant software applications.

Desirable: Qualifications, Experience, Knowledge, Skills and Abilities
• It would be advantageous for the post-holder to have a relevant 3rd level qualification.
• A postgraduate qualification in a relevant area would also be advantageous.

Additional Information:

Contract: Full-time, Permanent Role.

Salary Scale: Higher Executive Officer Standard Scale. The appointment will be made on this scale at a point in line with current Government Pay Policy. New entrants to the public sector commence on the first point of scale.
