The Role:• Collaborate with relevant stakeholders to develop and monitor a comprehensive project implementation plan for the Group Cash Transfer program.• Mapping of existing women groups, youth groups, and other CBOs in targeted districts who can potentially participate in the GCT project.• Collaborate closely with community leaders, local organizations, and relevant stakeholders to facilitate community engagement and ownership and organize communities and stakeholder sensitization sessions on the GCT project.• Technical support and close engagement and coordination with the Yemeni partner• Facilitate and co-create with GCT recipient group members spaces and reflections to strengthen the groups, including women leadership and accountability mechanisms.• Provide technical guidance and capacity support to community groups in project planning, budgeting, and financial management to ensure effective utilization of cash transfers.• Participate in identifying capacity gaps of the targeted... community groups and support developing strategies to address them. This can involve organizing training sessions on financial literacy, entrepreneurship, and other relevant topics to empower community members.• Work with FES technical lead in country on market assessments, selection of Financial Service Provider (FSP) for the distribution of GCT and digital platform to be used by groups to increase their group and financial accountability.• Ensure gender, safe programming and safeguarding are integrated into all activities.• Play a leading role in the selection and disbursing of cash grants to community-initiated projects in line with an established competitive process.• Identify potential risks and challenges that could impact the successful implementation of the GCT program together with partners and community groups. Develop risk mitigation strategies and contingency plans to minimize disruptions and ensure project continuity. This includes identifying potential conflicts or tensions within the community and taking measures to promote conflict sensitivity in program implementation.• With support of MEAL colleagues, monitor the implementation of community-initiated projects, track project progress, and ensure compliance with program guidelines and financial accountability standards.• Conduct regular field visits to project sites, engage with community members, and provide hands-on support and guidance to address challenges and maximize project outcomes.• Establish and maintain strong relationships with GHT program manager and other relevant GHT staff, consultants, affiliates partners and other stakeholders to enhance program coordination, and sustainability, and leverage additional resources.• Prepare accurate and timely reports on GCT activities, project implementation, financial disbursements, and impact assessment, ensuring compliance with reporting requirements. Contribute to learning and knowledge sharing by documenting best practices, lessons learned, and success stories from cash transfer programs supporting community-initiated projects.What we are looking for:• Bachelor's degree in a relevant field such as international development, community development, social sciences, or a related discipline. A master's degree is preferred. Proven experience 4 years in cash transfer programming, project management, or• Experience and interest in working with Yemeni NGOs and community groups, supporting local humanitarian leadership and equitable partnerships including hands-on experience of community development processes and skills in community facilitation and participatory approaches.• Experience in gender mainstreaming.• Strong understanding of cash transfer mechanisms, including digital platforms, mobile money, and community-based financial systems.• Potential and flexibility of attitude to learn.• Proficiency in data collection, analysis, and reporting, using relevant software and tools.• Strong interpersonal and communication skills, with the ability collaborate effectively with diverse teams (technical such as gender, and business support team such as logisitics and finance) Oxfam & partners, community groups and other relevant stakeholders and build relationships based on trust and collaboration.• Ability to work independently and as part of a team, with a high level of self-motivation, resourcefulness, and adaptability in a dynamic environment.• Fluency in local language• Ability to travel to project sites, often located in remote or rural areas, and work closely with communities to provide on-the-ground support.Desirable• Preferable not limited to familiar with Turba governate context.• Flexible, adaptive, and responsive to a continuously changing environment.• Ability to supervise a national implementing partner with a focus on a timely delivery of good quality.• The ability to remain calm while dealing with conflicting priorities and working under pressure
