You in this role

Reporting to the Manager, Impact & Performance – Adaptation in Action ( AiA ) , the O fficer is responsible for providing operational and analytical support to the adaptation in action program team and capacity development deliver y team.  Key activities include developing and delivering monitoring and evaluation tools , maintain ing data collection processes , and implementing the monitoring and evaluation planning and reporting cycle (for example, quarterly and annual reports and management of dashboards for data collection).

The Officer will also support the implementation of best-in-class Monitoring, Evaluation, and Learning Sharing ( MEL ) strategies for the Local Leadership for Climate Adaptation (LLCA) program . The incumbent uses knowledge gained through the delivery of program activities to identify knowledge gaps where new resources , trainings and capacity building approaches can be developed to respond to emerging or changing needs. The incumbent also assists with the integration and coordination of knowledge mobilization within the LLCA program.

What you’ll be doing

Key responsibilities include:
• Manages and analyses quantitative and qualitative data to identify project results and trends that can be used for the advancement of LLCA programming; this includes creating and inputting information into the information management framework/ databases .
• Track s and consolidat es data and information provided by program staff, extracting relevant data from program databases, drafting text and document formatting.
• Prepar es quarterly reports related to program results and impact .
• Provides analytical and visualization expertise and advice including the usage and interpretation of data, clearly and
• efficiently reporting complex data, and analytic standards for measuring performance to respond to ad hoc requests.
• Designs and maintains data collection and analysis tools, including Dashboard s and Results Tracking Dashboard s .
• Support s the implementation of existing reporting tools through training and support for team members, and creat es new tools as needed (e.g. partner reporting, pre/post surveys).
• Research es and synthesiz es information in support of program activities (stakeholder activities, backgrounders, etc.).
• Coordinat es the preparation of LLCA information for GMF Annual Reports by consolidating information provided by program staff, extracting relevant data from program databases, drafting text, and document formatting.
• Support s program evaluations in collaboration with program teams
• Undertakes additional activities assigned such as, participating in working groups and designing workshops/consultations and/or other activities at GMF events.
• Participat es in cross-program or cross-department initiatives within GMF, as required .

Your skills make us better
• University degree in a related field (public or business administration, economics, applied science, political science, communications, adult education, etc.)
• 3-5 years of progressively responsible experience in monitoring, data analysis, project management, communications, and/or managing program activities, including experience in planning and reporting processes
• Experience in impact measurement and evaluation using a broad range of both quantitative and qualitative tools and methods, including results - based management approaches, reporting procedures and principles
• Experience using data collection tools and platforms (e.g., Learning Management System, Client Relationship Management Database e.g. CRM365, data visualization software e.g. Power BI).
• Previous exposure to knowledge management and activities ( e.g. researching existing knowledge tools, organizing resources, identifying gaps in existing knowledge tools, mobilizing tools and resources, developing case studies and guides). 
• Strong project management and communications skills including the ability to engage with multi-disciplinary teams, lead meetings and make formal presentations on complex matters.
• Strong time management skills and ability to work effectively under pressure, meet tight deadlines, prioritize workload and deal with uncertainty in a fast-paced environment.
• Experience developing and managing surveys.
• Knowledge of continuous improvement methodologies (Lean, problem solving, Six Sigma );
• High level of comfort in understanding data analysis and synthesizing findings.
• Strong knowledge and experience in the area of sustainable municipal development, environmental issues, and program management.
• Excellent interpersonal skills, strong diplomatic and cultural sensitivity skills, and strong client/service orientation, with the ability to establish support and credibility at all levels, within and outside of the organization.
• Detail oriented and strong analytical skills.
• Knowledge of the Canadian municipal sector structure, needs, and capacity is considered an asset.
• Capacity to work in a changing environment and willingness to take on new or evolving responsibilities.
• The ability to work in both official languages (English and French) is an asset.
