• Background

The Government of Somalia has received a grant from the World Bank to implement the Somali Electricity Sector Recovery Project (SESRP). The Project Development Objective of SESRP is to increase access to electricity services and to re-establish the electricity supply industry in the Project Areas.

The Ministry of Energy and Water Resources (the Ministry) has established a Project Implementation Unit (PIU) to carry out the day-to-day activities of project planning, coordination, and implementation of the Somali... Electricity Sector Recovery Project (SESRP).

The project comprises of the following four components: (i) Sub-transmission and distribution network reconstruction, reinforcement, and operations efficiency in the major load centers of Mogadishu and Hargeisa; (ii) Hybridization and battery storage systems for mini grids; (iii) Stand-alone solar off-grid access to public institutions (Health and Education); (iv) Institutional Development and Capacity Building.

The Ministry of Energy and Water Resources (MoEWR) therefore intends to apply part of the proceeds of the SESRP Project to hire a consultant to work as a Project Coordinator within the Project Implementation Unit (PIU) at the Ministry of Energy and Water Resources, FGS, for the World Bank – financed electricity sector recovery project.
• Scope of Work and Responsibilities:

The scope of work for the assignment includes but not limited to the following tasks:

The Project Coordinator is expected to provide overall coordination of World Bank -financed energy projects implemented by and through the Ministry of Energy and Water Resources, Manage and coordinate regular communication and information flows between the implementing agencies and stakeholders, work with the PIU Staff/personnel, Institutional Focal Points, to prepare technical briefs, reports, and other information for use in ensuring adequate information flows to the targeted audiences, planning and coordinating project supervision Missions, Steering and Technical Coordination processes; Monitoring of project implementation and advice on compliance with PIM and Financing agreement, Environment and Social (E&S) risk management, and other agreed procedures of Project implementation, The coordinator will be responsible for planning, preparation of briefs, discussion papers and other documentation and implementation of follow up actions. The coordinator will monitor implementation of the follow up actions and decisions from these processes and advise the Implementing agencies on progress and outstanding issues for actions. The Project Coordinator shall perform all other specific tasks detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website:   www.moewr.gov.so or can be provided upon submission of application in person or by e-mail provided below.

Skills and Qualifications
• Selection Criteria:

Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

Master’s degree in engineering, energy planning/economics, public administration, or equivalent areas relevant for energy sector development, At least eight (8) years of experience in the World Bank; other international Institutions and/ or companies, government agencies, and/or power sector utilities with demonstrated experience; Demonstrates proven understanding of energy policies, technologies or strategies, private sector participation, utility reform, and institutional development needed to support development and the success implementation of the Electricity Sector Reforms; Experience in dealing with governments, international standards organizations, regional entities, international development partners and private sector; Proven experience working in the energy development of fragile countries similar to Somalia; Demonstrates broad knowledge of project management tools and methodologies; identifies key risks and mitigation measures; interprets background analysis and proposed solutions and Sector/Network Representation – Demonstrates ability to coordinate, participate in, and act as a catalyst for, strategic cross-sector dialogues within the network, across the country, among Bank colleagues and other development institutions, government, and other organizations.
• Duration:

The duration for the assignment is initially for one (1) year period with an extension based on project duration and the completion of a satisfactory 6-month probation period.
• The Ministry of Energy and Water Resources now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit the following (i) Curriculum Vitae (CV), (ii) 3 reference persons, (iii) Copies of certificates of academic qualifications; and (iv) Cover letter indicating that they are qualified to perform the services.
• The attention of interested Consultants is drawn to paragraphs 14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
• A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
