ABOUT THE DEFEAT-NCD PARTNERSHIP

The Defeat-NCD Partnership is a practical, evidence-based response to the widespread call for action on non-communicable diseases (NCDs). We are a public-private-people partnership that envisions universal health coverage for NCDs. The Government of Rwanda is part of the Governance Mechanism of The Defeat-NCD Partnership. Specifically, the Minister of Health is a member of... the High-Level Council, and the NCD Focal Point. The Defeat-NCD Partnership was launched at the 73rd United Nations General Assembly in New York on 24th September 2018, with the strong support of the World Health Organization (WHO). In 2023 it has been established as an independent organisation headquartered in Geneva, in accordance with Articles 60 et sequent of the Swiss Civil Code. Our efforts are aimed specifically at Sustainable Development Goal (SDG) 3.4 on the reduction by 2030 of one-third of premature mortality from NCDs. But our contribution also helps towards other SDGs to mention a few - on universal health coverage (3.8), health training and workforce (3C), country capacity development (3D). Our practical work is organised under four key action pillars:

1. National NCD Capacity Building.

2. Community Scale-Up of NCD Services.

3. Affordability and Accessibility of Essential NCD Supplies.

4. Financing for Country-Level NCD Programming.

Objectives of the contract:

The purpose of this assignment is to lead the activities of The Defeat-NCD Partnership while also supporting the Ministry of Health in Rwanda for the implementation, resource mobilisation and reporting of the National NCD Strategy and ongoing work within the developed Costed Action Plan. Further, the incumbent is responsible to help inform, shape, and align the service offering regionally in East and West Africa. Specifically, this assignment will enable populations in Rwanda and the other priority countries to access a range of interconnected essential services and resources through four pillars of interventions:
• NCD National Capacity Building (Pillar 1): Work with governments and other in-country stakeholders to assess gaps in their NCD capabilities and support work based on NCD National Costed Action Plan.
• Community Scale-Up of NCD Services (Pillar 2): Enable the earlier screening and management of risk factors as well as the mitigation of established disease, at the community level.
• Affordability and Accessibility of Essential NCD Supplies (Pillar 3): To make the provision of NCD supplies simpler and more cost-effective by designing those interests of both buyers and suppliers.
• Sustainable NCD Financing (Pillar 4): To establish a long-term sustainable financing model for NCD programming where additional and innovative financing can support ongoing fiscal allocations.

Responsibilities/description of professional services:

The Defeat-NCD Partnership’s Programme Coordinator will lead the relationship management with the Government of Rwanda and other partners. S/he will be responsible to design, fundraise, implement, and scale up the portfolio of sustainable projects and services to be rolled out across Rwanda, through proactive and high-quality collaboration with key stakeholders. Within the delegated authority and under the direct supervision and guidance of the Head of Country Programmes, the Programme Coordinator for Rwanda will perform the following duties:
• Design and develop a portfolio of new projects and draft related successful funding proposals, in collaboration with relevant partners, to mobilise financial resources for scaled up Defeat-NCD Partnership activities in support of the National Multi-Sectoral Strategy and Costed Action Plan for Non-Communicable Disease Prevention and Control in Rwanda, and expansion of programming to other countries in the region
• In furtherance of expanding The Defeat-NCD Partnership’s programming portfolio in Rwanda, lead on provision of high-quality technical assistance in the field of public health, medicines procurement, and supply chain management to the Ministry of Health, and current and potential Defeat-NCD programme partners
• Provide technical assistance and lead The Defeat-NCD Partnership’s substantive contributions in NCD programming in the National Multisectoral Steering Committee and Technical Working Groups responsible for the development, implementation, monitoring and evaluation of the strategy and costed action plan, country policies related to NCDs and health, and at other engagements with key partners and stakeholders
• Lead the documentation and tracking of improved affordability and accessibility of NCD drugs, diagnostics, and medical devices in Rwanda through the development of the country and regional market monitoring and following up closely the global State of the World’s Essential Medicines and Diagnostic Supplies for Non-communicable Diseases report
• Support the development of a fit-for-purpose forecasting tool of NCD supplies in support of the ministry of health and other institutions and manage their annual demand of NCD medicines and diagnostics in Rwanda.
• Prepare a comprehensive resource mobilisation plan in support of the Defeat-NCD Partnership Programme in Rwanda
• Identify innovations and interventions to increase the provision of NCD services to communities in a cost-effective manner including last mile delivery and improved patient self-care
• Lead identification and investments in start-ups that are using technology to enable the earlier screening and management of NCDs
• Provide continuous programmatic and technical support to Rwanda Biomedical Center as per the NCD division's workplan
