Senior Technical Advisor: Industrial Policy

The Technical Assistance Project for Economic Growth (TAP EG) is a 5-year $58 million activity that provides technical leadership, advisory support, data collection and analysis support, evaluations, and assessments while delivering knowledge management and capacity-building services to design and implement USAID programs, projects, and activities globally.

TAP EG conducts a range of applied research—including macroeconomic analyses, financial analyses, policy studies, private sector assessments, and stakeholder landscape assessments—and provides on-demand technical assistance services across a wide range of USAID sectors. TAP EG services are available to USAID Bureaus, offices, and operating units who buy in to the mechanism.

USAID/Dominican Republic (DR) Mission has designed a program... to promote sustainable and equitable economic development in the DR and the northwestern region beyond current possibilities. This will be achieved by creating and supporting an economic development plan that aims to enhance conditions for mobilizing resources across the country and throughout the economy. This plan also seeks to facilitate trade and attract investments capitalizing on the global realignment of supply chains and nearshoring opportunities for the country.

The program will create a comprehensive economic development plan, which will likely include components to promote nearshoring, agribusiness, workforce development, local Small and Medium Enterprises (SME) support, infrastructure improvements, climate adaptation, and other elements critical to inclusive, resilient economic growth.

This program contributes to DR’s Government (GODR) priorities and plans for the development and economic growth of the northwest region, emphasizing a locally led perspective. The program consists of two complementary activities with each objective as follows: 1) develop integrated regional economic growth, and 2) achieve global supply chain realignment resiliency through the implementation of an effective industrial policy and targeted investment attraction efforts.

To achieve objective 1 USAID/DR will develop a complementary mechanism to test an integrated regional economic growth model for the northwest region through an effective resource mobilization strategy based on public and private sector investments in the region.

The second planned objective will be accomplished through a buy-in to TAP EG field support. This buy-in aims to achieve global supply chain realignment resiliency through the implementation of an effective industrial policy and targeted investment promotion efforts. Over the last few years, a series of major events have triggered a global supply chain disruption amplifying the destabilization of both manufacturing markets and logistics costs around the world. This has resulted in a lack of availability of manufactured goods and price increases that have had an impact on global supply and inflation, as well as on the security of supply chains and product markets.

Position Description and Responsibilities
• The Industrial Policy Senior Technical Advisor for the USAID/ Dominican Republic Supply Chain Investment Activity responsibilities include:
• Provide strategic technical leadership and support technical work across the Activity areas around industrial policy development and planning.
• Lead the formulation of an Industrial Policy Plan to align with the global supply chain realignment, focusing on supply chain resiliency and attracting investments, import substitution, identifying key sectors and industries for local sourcing, and implementing a supplier development program to enhance capabilities.
• Ensure alignment with stakeholders for an industrial policy plan and needed technical
• Serve as technical liaison with MICM, global corporations, port operators, industrial parks, and local industry players to plan and articulate a cohesive policy for import substitution, fostering increased attractiveness for nearshoring and investment opportunities.
• Maintain focus on achieving Activity results and implement quality control measures for all deliverables related to industrial policy planning and development.
• Contribute to Activity workplanning, MEL reports, and other Activity reporting and deliverables, as well as communications efforts.

Qualifications:
• Minimum Bachelor’s degree, Master’s degree preferred, in a field relevant to development assistance, economics, international business, public administration, or a related field
• At least 10 years’ experience in a mid-senior level technical role specifically for donor-funded projects and/or in government, trade associations or international business.
• 5+ years’ experience in a similar role managing technical strategies for industrial planning policy, supply chain realignment resiliency, and/or supplier and local industry development.
• Strong skills in MS Office (Excel, Word, etc.).
• Flexibility to handle additional tasks in a dynamic operational environment.
• Collaborative mindset with effective communication and presentation skills.
• Proficiency in English and Spanish
