Overall responsibilities

The Finance Manager is responsible to provide direction and support for the development and maintenance of project/corporate financial systems and processes. The Finance Manager provides financial management oversight for all PFSCM projects. The Finance Manager also manages the development of cost proposals for new business.

The Finance Manager provides financial leadership in determining strategic direction and aligns financial strategies. This role is expected to protect and preserve the assets of the organization, and stimulate financially responsible behaviors across the organization. The Finance Manager balances capabilities, costs, and service levels to conform to available funding and donor requirements, while identifying continuous improvement opportunities to ensure client demands and contractual obligations are met.

Additionally, the Finance Manager is expected to identify continuous improvements opportunities and is responsible for team performance on key performance indicators and staff management, development, support, and coaching of Finance Officers, Analysts, and other finance-related positions.

Specific responsibilities
• Manage the financial obligation process including creation, modification, and obligation of funds, as well as identification and application non ex-works credit.
• Manage freight, warehousing, and associated invoice review, approval process, and files including leading discussions with subcontractors and 4PL Services Unit on processing and payment of freight invoices, buffer monitoring and analysis, and communication to the rest of the team.
• Work collaboratively with all internal business units to reconcile and resolve discrepancies on both commodity and freight invoices on a timely manner and ensure prompt and secure payments to all vendors.
• Manage process for billing packet documents as per organizational, contractual, and donor requirements, ensuring all required invoices include proper source documents demonstrating proof of delivery; and provide billing support as necessary.
• Manage the project closeout process, specifically with preparing an analysis and collecting freight confirmations from freight partners.
• Manage data report extraction, monitor and report cash receipts and expenditures by grants, provide support to order closeout process, prepare quarterly report, and any other financial information to clients and resolve any discrepancies as required.
• Work closely with IT to establish and maintain relevant system reports using BI tool.
• Prepare and update Standard Operating Procedures (SOPs), work instructions, and related supporting documents based on the Quality Systems Unit guidelines.
• Seek and identify opportunities for improvements in the operational processes and daily activities; and manage projects as needed to enhance operational workflows.
• Manage staff and team performance at a global level and individual staff level (including external and internal KPIs), and periodically evaluate the performance of individual staff.
• Develop and maintain an on-boarding training program and regular refresher training for internal teams, new hires, and external stakeholders for alignment on processes and SOPs.
• Act as the subject matter expert by developing, documenting, and sharing finance management knowledge.

Qualifications
• Professional and Technical Knowledge*
• Bachelor’s degree in Finance, Accounting or a relevant field. Master’s degree preferred.
• 8+ years proven accounting/finance/business experience working with donor-funded development contracts, international projects or commercial supply chain organizations preferred
• Strong knowledge of not-for-profit accounting and financial management, as well as advanced analytical skills.
• Experience and knowledge of international donor financial management standards and regulations.
• Knowledge of or experience with global supply chain is an advantage.
• Knowledge of relevant donor logistics’ regulations.
• Proven working knowledge of CostPoint accounting software; and proficiency in Microsoft office, particularly Excel.
• Ability to work comfortably with Costpoint, or other accounting software, Microsoft Office software. Preferably advanced user level of Excel, and BI applications.
• Willingness to perform other duties as needed.
• Must be eligible to work in the Netherlands. It is important for the applicant to be a resident in the the Netherlands, the United States of America, or other, as applicable, have valid work authorization, and be willing to travel to office periodically.

• Excellent written/verbal communication and interpersonal skills with strong sense of customer service. English fluency required, including speaking, writing, understanding, and reading.
• Previous client relations or customer service experience required.
• Experience successfully managing external relationships with a wide variety of stakeholders in multi-cultural environments and in diverse locations internationally, including governments and the donor community.
• Demonstrated analytical skills; solution oriented with a high sense of quality, attention to detail, accuracy, efficiency, and meeting tight deadlines.
