Job Description

As Chief of Party (CoP), this person will have overall responsibility for coordination of all project activities and staff. CoP will be responsible for technical leadership and administrative oversight of the program and will serve as the principal institutional liaison to the donor and local government entities.

CoP you will have a keen understanding of the unique political dynamics and work carefully and collaboratively with the Ministry of Health, Government of Mozambique and all other stakeholders. CoP will manage a team... of senior staff and engagement with stakeholders and ensure quality, timeliness, and efficiency of all products and activities generated under the grant.

Previous experience with the implementation of Global Fund grants is a must, particularly in the Malaria component. Experience in African countries and the ability to communicate in Portuguese are preferred.

Major Responisbilities
• Leadership
• Provide strategic oversight / leadership of Global fund project.
• Lead the Mozambique Global Fund Malaria grant, establish a clear vision of excellence, manage project teams and ensure exceptional performance by all staff.
• Act as the primary program contact to the donor and other local and international stakeholders responsible for addressing all program-related matters.
• Facilitate a working environment of mutual trust, respect, and care among all staff. Encourage effective teamwork, with staff members supporting each other.
• Serve as the primary point of contact for the Global Fund, and other relevant project stakeholders on matters related to the Global Fund Program.
• Hold regular staff meetings to review monthly work plans, verify that all staff have clear objectives, and ensure that issues impacting project implementation can be quickly raised and addressed.
• Programme Implementation and Management
• Oversee the implementation of the project by the project team, including the sub-recipients to ensure that project objectives are achieved in a timely manner.
• Ensure that all strategic objectives are met through proper planning, staffing, implementation and quality assurance.
• Ensuring the Global Fund grant’s annual program budget is well-developed, and its execution is monitored on an ongoing basis.
• Provide direction to staff to ensure that all are clear on requirements to achieve project targets.
• Regularly visit project locations to ensure that planned activities are being completed on time and to the necessary quality, in compliance with donor and organisational standards.
• Ensure proper technical capacity of staff to manage complex donor-funded projects.
• Lead grant staff and short-term consultants.
• Monitor progress against project targets on a monthly basis; identify risks to effective project implementation and develop effective risk management and risk mitigation plans.
• Identify and pursue opportunities for synergy and integration with other World Vision Mozambique programmes and/or with other service providers to maximise impact for beneficiary households and communities.
• Consistently look for more effective and efficient implementation methods and opportunities to increase impact.
• Participate and conduct on-going lessons learned with key staff and partners/sub-grantees.
• Lead all team in finalizing all grant making documents, leading to signing of the grant agreement.
• Lead development and review of annual and quarterly work plans for the Global Fund team.
• With key program staff and stakeholders, ensure the Global Fund Program’s strategic objectives and results are fully accomplished and meet expected technical quality standards.
• In collaboration with program and Senior staff, provide guidance and technical oversight to partners and other.
• Implementation plans adequately prepared and on time.
• Ensuring that the relevant technical capacity is available for delivery of the plans.
• Reporting
• Prepare Semi-Annual and Annual Programme Reports in compliance with donor requirements and WV standards;
• Prepare and submit reports to local government as requested or as needed by government offices;
• Ensure that there is a good flow of information between District, Province and National Office such that issues are identified and reported on before they become difficult to manage;
• Establish and maintain effective project reporting, evaluation, and communication systems;
• The programs implemented are of the best quality;
• Submit progress reports (Progress Update and Disbursement Request (PUDR), EFR, annual report) to the Global Fund in a timely manner, incorporating feedback from field offices.
• Financial Asset & Risk Management:
• Ensure that annual budgets are prepared and submitted on time.
• Monitor funding commitments and spending against budget, ensuring that good stewardship of financial resources is being practiced and that spending is on target with project plans.
• Ensure grant/project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits.
• Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to donors and SO staff.
• Oversee property and equipment acquisition, disposition, and management in compliance with WV internal and donor requirements.
• Review monthly financial reports and prepare monthly variance explanations to ensure variances from targets are understood.
• Ensure effective coordination and communication with the various stakeholders involved in the implementation of the project;
• Compliance to contractual obligations is maintained over the life span of the grant.
• Internal & External Relations
• Individual and team performance is professionally managed and meets WV standards, policies and procedures and technical quality implementation.
• A performing and highly motivated Global Fund Malaria program team is sustained with clear objectives, implementation strategies and Key Performance Indicators (KPIs).
• Staff support and professional development needs are identified and met for improved staff performance.
• Ensuring GF team's fulfilment of WV core policies including Safeguarding.
• Liaise with WVUS or SARO staff as needed to ensure they are aware of project progress; issues and that necessary support can be provided.
• Represent the project to local government (including the NMCP and with the Country Coordination Mechanisms), Donor or other external stakeholders as needed.
• Host visits from WVUS, Donor, SARO and local government as needed, and also ensure that they have a good understanding of WV’s work in the project, challenges and the successes.

Position Requirements

Education and Knowledge:
• Bachelor’s Degree in relevant subject e.g. Management, Development, Education, Health
• Thorough knowledge of the project cycle.
• Knowledge of US government grant regulations preferred.

• Minimum of 7 years in project management in an international context, including at least 3 years in food aid programmes.
• Experience with USDA commodities grants is preferred.

• Excellent written and oral communication skills in English; Portuguese is an advantage
• Strong planning, budgeting and organisational skills
• Strong knowledge of financial management and accounting principles
• Strong analytical and problem solving skills, with a detail orientation
• Ability to build and develop a project
• Ability to relate well with a diverse group of stakeholders including local government, staff, community members and donors
• Strong computer skills, particularly in Microsoft Word and Excel, or other similar software

Work Environment
• Based in the National Office in Maputo Province, with travel to the communities up to 50% of the time
