Position Description: The EMR Database Officer is responsible for the effective management, maintenance, and protection of patient medical record information while using the HFH Electronic Medical Records system. The EMR Database Officer provides regular training to all staff and troubleshoots issues as they arise. She/he will facilitate regular check in meetings with staff and partners. The EMR Database Officer will also perform a variety of other duties including but not limited to processing medical information into an EMR system and performing quality control analysis.

Position Duties and Responsibilities:
• Lead maintenance and support of the existing database environments.
• Facilitate database server upgrade and maintenance.
• Define and develop programming standards, including permission settings and workflow procedures.
• Stay informed on current MSPP data collection standards and global best practices for medical data.
• Support archives team to patient information (i.e. medical history, labs) during clinic hours.
• Maintains accurate source documentation.
• Provide database support to our application and customer areas as required.
• Ensures that their database approach incorporates the following principles:
+ The data remains consistent across the database;
+ The data is clearly defined;
+ Users can access data concurrently in a form that suits their needs;
+ There is provision for data security and recovery control (all data is retrievable in an emergency).

General Duties & Responsibilities:
• + Identifies database requirements by interviewing users; analyzing department applications, programming, and operations; evaluating existing and proposed systems.
+ Install revised or new systems by proposing specifications and flowcharts, recommending optimum access techniques, coordinating installation requirements with staff as necessary.
+ Prepares users by conducting training, providing information; resolving problems.
+ Determine the needs of users and monitor user access and security.
+ Control access permissions and privileges.
+ Monitor performance and manage parameters to provide fast query responses to front-end users.
+ Maintains database performance by calculating optimum values for database parameters, ensuring adherence to the Data Protection Act; implementing new releases; completing maintenance requirements; evaluating computer operating systems and hardware products.
+ Maintains quality service by establishing and enforcing organization standards.
+ Contributes to team effort by accomplishing related results as needed.
+ Write and continually update database documentation, including data standards, procedures and definitions for the database manual.
+ Develop, manage and test back-up and recovery plans.
+ Ensure that storage, archiving, back-up and recovery procedures are functioning correctly.
+ Troubleshoot and correct issues as they arise, including general IT issues such as networking, adding new users, security updates, maintenance of server system logs, etc.
+ Communicate regularly with database Healthcare staff to ensure database integrity and security.
• Understands and agrees that employment with Fondasyon Kuehner implies the possibility that work may be extended beyond the 8:00 AM – 4:00 PM workday, including on weekends, to meet the demands of Fondasyon Kuehner’s mission.
• Respond willingly to any immediate, unforeseen, or “ad-hoc” needs as they arise, as assigned by management and in line with HFH’s mission.

Education, Skills & Experience:
• Professional level of knowledge of Information Technology techniques as acquired through the completion of a Bachelor’s degree in Computer Science, Information Systems, or related field and/or equivalent experience.
• Excellent verbal and written communication skills and being detail oriented are essential
• Familiarity with an electronic practice management system and Knowledge of medical record formats, basic anatomy and medical terminology preferred
• Computer proficiency in Microsoft Word, Excel, Email, and Internet browsing.
• Networking setup knowledge (switches), routers, firewalls) as well as multiple domains and locations
• Demonstrated ability to understand, and research/learning skills to solve, technical challenges.
• Strong interpersonal skills to effectively interact with all levels of I.T. staff, and patients.
• Detailed oriented, customer focused and strong organizational skills.
• Clear understanding of and commitment to the mission of Hope for Haiti/Fondasyon Kuehner and the wellbeing of the populations it works to serve.
• Advanced reading, writing, and speaking abilities in English, French, and Creole.
• Strong interpersonal and communication skills, including the ability to work effectively with team members and program partners from a variety of cultures and socio-economic backgrounds, and to lead large meetings with program partners.
