JOB PURPOSE

To ensure proper monitoring of WFP’s Country Strategic Plan (CSP), the Country Office in Mozambique has invested in bolstering its monitoring & evaluation capacity. This involved, amongst others, creation of a dedicated M&E team, updating the Monitoring, Review, and Evaluation Plan of the Country Office (CO), and development of related Mozambique Minimum Monitoring Requirements.

As part of the investments in the M&E capacity, the Country Office has been working on strengthening the capacity of the M&E team dedicated to monitor each CSP Activity/Programme at the country office and the... Focal Points at the field offices.

Under the supervision of the M&E Team Lead at the CO, the incumbent will be responsible for the below duties.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Outcome monitoring. Lead the development of regular outcome surveys for CSP Activity 1 across Mozambique (twice a year), including planning, training, data collection, analysis and reporting. 2. Process monitoring. Lead the analysis, reporting and escalation of process monitoring findings related to implementation of CSP Activity 1. 3. Process monitoring. Ensure compliance with Minimum Monitoring Requirements for CSP Activities 1 process monitoring, conducting spot-checks when needed and providing training and feedback to field staff. 4. Donor relations. Support with development of donor proposals and donor reports for CSP Activities 1. 5. Evaluation focal point. Coordinate the preparation and implementation of centralized and decentralized evaluations conducted by or with the country office, including mid-term reviews, and the follow-up of the open recommendations through the R2 system. 6. Capacity strengthening. Provide training and mentoring to develop capacity of national staff at country and field office level (including field monitors) on technical aspects of the monitoring function (design, implementation and reporting). 7. Interagency coordination. Support the M&E Team Lead with interagency coordination and reporting through the Monitoring and Evaluation Reference Group (MERG). 8. Performing other relevant duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related field.

Experience: Minimum of three years of relevant professional work experience including monitoring and evaluation activities. Has performed monitoring and assessments with WFP at different levels and in field locations. Has research experience using a variety of analytical tools. Has experience in building capacity of field staff.
