PURPOSE OF POST:

Under the direct supervision of Chief of Nutrition and Food Security Section of UNICEF (on administrative issues) and the Head of EWD/DMFSS on day to day basis (on technical issues) the Emergency Nutrition Specialist will provide regular update of the progresses to the head of EWRD under the DMFSS. She/he is the overall in-charge of the day to day Emergency Nutrition Coordination Unit (ENCU) technical and administrative responsibilities as outlined in the ENCU establishment document. The purpose of the post is to provide and facilitate the process that will ensure coordinated, coherent and effective emergency nutrition assessment and response on behalf of EWD/DMFSS, the UN nutrition cluster lead in collaboration with respective... government institutions (FMOH).

SPECIFIC DUTIES/RESPONSIBILITIES:

The Emergency Nutrition Specialist will specifically, assume the following responsibilities:

1. Plans and coordinates emergency nutrition assessments based on information from Early Warning System (EWS) at districts (communities), Disaster Management and Food Security Sector (DMFSS), UN reports, NGOs and other source; liaising with partners with nutrition assessment capacities to conduct the recommended assessments based on the revised national emergency nutrition assessment guidelines based on the SMART methodology currently used by all partners.
2. Provides partners with technical support in designing, analysis and interpretation of rapid and standard nutrition surveys results based on the national guidelines on rapid /standard assessments.
3. Coordinates and mobilizes partners for timely emergency nutrition interventions based on recommendations from rapid/standard nutrition assessments reports and national emergency nutrition intervention guidelines. Map and follow up performance of emergency nutrition interventions (TFP, CTC, OTP) on monthly basis; prepare performance reports based on the national guidelines and Sphere Standard benchmarks and share and discuss performance reports with all partners.
4. Coordinates review of the emergency nutrition intervention proposals seeking funding from different UN and other donor funds available to partners.
5. Provides technical leadership and coordination of nutrition cluster approach roll out in Ethiopia at national, regional and district levels guided by the Inter Agency Steering Committee (IASC), national cluster guidance note. Provides update on the implementation of cluster approach at national and to the global nutrition cluster. Ensure inter cluster programme planning and response e.g. Health , Water and Sanitation, Food Aid etc
6. Conducts regular nutrition situation analysis, using Enhanced Outreach Strategy (EOS) screening data, surveys, early warning and other sources (monthly and weekly reports) of data relevant in Ethiopia. The analysis should be the basis for the Emergency Nutrition Coordination Unit (ENCU) recommendations on actions that need to be taken and should be shared with all Multi Agency Nutrition Task Force (MANT) and DMFSS and other stakeholders. Based on the regular and triangulated analysis, update the nutrition hot spot matrix for close monitoring and planning emergency nutrition interventions.
7. Coordinates and enhances timely flow of emergency and related nutrition information from partners by source (NGOs, DMFSS, UN organizations/OCHA). Analyze and ensure timely and effective communication / dissemination of information for advocacy and decision making through ENCU information sharing mechanisms (MANTF monthly meetings, quarterly emergency nutrition bulletin, website, e-mail, scientific publications etc) as well as meetings, UN technical officers meeting, joint cluster meetings, health and nutrition task force etc.
8. Liaises and strengthens communication and collaboration with departments and institutions (MOH, EWRD, UNICEF, WFP and other partners) on emergency nutrition, implementation, monitoring and evaluation as well as information sharing.
9. Prepare and disseminate annual Federal and Regional Emergency Nutrition Coordination Unit (ENCUs) progress reports to donors and other stakeholders including the MANTF members.
10. Supports the Nutrition expert at ENCU conduct data quality check of the surveys, EOS and other nutrition related data based on the developed criteria. Discuss and give feedback to partners of the data quality check results, share decisions and ENCU positions with all MANTF members and other stakeholders.
11. Identifies developmental areas, plan and implement capacity strengthening strategy among partners on nutrition assessment, analysis, interpretation, report writing and interventions at federal and regional levels with particular focus on regional ENCUs.
12. Provides technical support, leadership and oversee the implementation of the approved regional ENCUs action plans. Conduct regular visits and organize regional ENCU review meetings to assess progress, constraints, and challenges and recommend ways for improvement.
13. Coordinates finalization of the interim national emergency nutrition assessment guideline for Ethiopia by filling the gaps through regular communication with global nutrition cluster/SMART initiatives.
14. Coordinates roll out and implementation of Enhanced Outreach Strategy (EOS) final and endorsed screening guidance note across the regions and woredas implementing EOS/TSF (Therapeutic Supplementary Food) and Community Based Nutrition (CBN) programmes.
