This position oversees the technological aspects of a library, focusing on digital resource management and technical infrastructure. Responsibilities include maintaining digital collections, managing library management systems, providing technical support, ensuring database accuracy, and managing user authentication. This role involves staying updated on emerging technologies, collaborating with library staff, analyzing data for decision-making, and training others on library systems. Experience in troubleshoot technical issues, implement data backup and recovery strategies, and contributing to the overall efficiency and accessibility of the library's digital resources and services.

Examples of Essential Duties

(Duties assigned to this position are not all inclusive. Additional duties may be assigned.)
• Supports the management and maintenance of the library's website using a Content Management System.
• Coordinates all aspects of Electronic Resource Management including database subscriptions, integrated library services, and digital materials subscriptions.
• Maintaining statistics and providing relevant reports.
• Collection development of eResources in conjunction with the Library Director and other librarians.
• Represents the library in supporting the library's consortium partners.
• Provides proactive technology solutions for the library including enhancing access, modifying resources, and improving user experience.
• Develops and maintains positive relationships and open communications with the community to further the library's strategic directions and goals in conjunction with the Library Director and other library staff.
• Supports work around digital literacy and is engaged in supporting access to digital materials in collaboration with County Information Systems.
• Participates in professional, library, service, and engagement activities as appropriate.
• Provides direct customer assistance through regular reference services shifts.

Typical Qualifications


Knowledge: Demonstrated knowledge of current library trends with an emphasis on technology, electronic publishing, and information/digital literacy. Familiarity with integrated library system software, especially Sierra, preferred. Familiarity with web content management systems is preferred.

Skills: Skill in using automated library systems and equipment. Skill in oral presentation and group management.

Abilities: Ability to interact effectively and work productively, cooperatively, and collaboratively within a diverse community. Demonstrated ability to communicate effectively, both orally, and in writing, to diverse audiences. Ability to use technology in creative ways to solve problems and/or facilitate workflows. Ability to analyze, troubleshoot, and resolve library users' technology and access issues in coordination with County Information Services staff. Must be self-directed, well organized, able to meet multiple deadlines, and able to take a flexible approach to a rapidly changing environment. Demonstrated ability to learn and apply new skills to support the library's goals is required. Ability to meet and deal with a variety of employees, advisory boards, community groups, committees, patrons, vendors, staff, and other libraries. Ability to work within a team concept, providing non-supervisory direction and assistance to other staff membersand volunteers.


Master's degree in Library Science and 1-3 years of professional library experience. The experience must have provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities which are essential for providing effective library and information services. Experience working with integrated library system software, especially Sierra, preferred. Experience working with a web content management system is preferred.

At time of appointment, must possess a valid Oregon driver's license, or be able to attain one within 6 months of hire, and maintain an acceptable driving record.

Must pass a pre-employment criminal history background investigation.

This position has some supervisory responsibilities for Library team members. The Librarian works within clearly defined goals and objectives established by higher levels of the organization. The employee is responsible for planning and carrying out assignments and resolving most of the problems that arise. The librarian interprets policy, regulations, and directives on own initiative. Keeps the supervisor informed of progress, potentially controversial matters, issues with far-reaching implications, and systemic problems beyond his/her capacity to resolve.

Guidelines include library information policies and operating procedures, cataloging rules and formats, and automated systems reference manuals. Considerable judgment and initiative is used to independently interpret these procedures for use in specific settings in the library system.

The work requires some physical exertion such as long periods of standing or recurring activities such as crouching, bending, stooping, stretching, reaching, pushing loaded book trucks, lifting, and carrying items up to 30 pounds, and climbing ladders. This position will require vision, hearing voice conversations, Work involves everyday risks or discomforts typically associated with libraries, offices, and meeting rooms. Work areas are adequately heated, lighted, and ventilated.

Tillamook County offers a generous benefits package to regular employees working 20 hours or more of the regularly scheduled work week.

Part-time regular employees working more than 20 hours but less than 40 hours will receive a pro-rated amount based on their regularly scheduled time.
