Duties and Responsibilities

The International Trade Centre (ITC) is a joint agency of the United Nations and the World Trade Organization supporting the internationalization of small and medium enterprises (SMEs). Its joint mandate combines a focus on expanding trade opportunities with the aim of fostering sustainable development. This position is located within Green and Inclusive Value Chains (GIVC) section, Trade and Environment Programme, that provides trade intelligence and technical assistance to strengthen the climate competitiveness of MSMEs through a portfolio of environment-related tools and approaches. OBJECTIVE: ITC is seeking to engage with climate funds to support its commitment to catalyse sustainable development, advance climate resilience, and contribute to global efforts in mitigating climate change. The primary objective is to leverage the opportunities provided by climate finance to enable ITC to enhance its capacity to address climate challenges, drive innovation... in sustainable business practices, and foster a paradigm shift towards climate-resilient and low-carbon trade. Strategic engagement with climate funds reflects ITC's dedication to playing a proactive role in the global climate action agenda, fostering environmental stewardship, and leveraging trade to promote inclusive and sustainable development on a local and global scale. ITC is seeking an International Consultant to provide expert support for institutional accreditation processes, programming development and strategic engagement with selected partners.


The Consultant will work under the direct supervision of the Programme Manager of the Trade for Sustainable Development Programme and the overall guidance of the Chief of the Green and Inclusive Value Chains Section. The Consultant will have the following duties and responsibilities:

• Prepare and facilitate a workshop on climate finance for relevant ITC colleagues as input towards the development of ITC programming proposals.

• Review and update the information already prepared as part of the pre-approval process of the Green Climate Fund.

• Prepare and draft fields for the GCF PSAA questionnaire as well as a detailed work plan for PSAA application process.

• Liaise with the relevant colleagues across ITC to collect documents on the administrative sections, track record summaries, and details of planned projects in the pre-approval documentation.

• Collaborate with ITC staff to respond to specific questions on providing detailed information on potential projects/programmes for the GCF.

• Produce drafts on how the intended projects/programmes, if accredited, will drive a paradigm shift and differ from current business practices and climate finance activities.

• Address other points raised in the application document and collect/produce relevant inputs to respond them. • Identify any potential gaps or areas that need strengthening to meet accreditation criteria.

• Prepare and submit the accreditation application package according to GCF guidelines.

Copyright Clause: The Consultant has to ensure that s/he has obtained the necessary permissions with regard to intellectual property rights required to perform his/her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the Consultant shall request prior written permission from ITC. S/he has further to ensure to obtain accreditation to event(s), if required.

Result of Service


Output 1 to be completed by 15 May 2024:

• Workshop on climate finance delivered.

• Report on workshop including decisions taken and inputs for the development of proposals submitted.

Output 2 to be completed by 15 July 2024:

• Pre-approval application submitted to GCF.

• PSAA questionnaire is complete and detailed work plan for PSAA application process is ready.

Qualifications/special skills
• Postgraduate degree (MA/MSc/MBA, or other) in economics, international trade, international relations, environmental studies, business administration, geography, corporate sustainability, or related field.
• Extensive relevant experience may be accepted in lieu of the university degree.
• Experience developing proposals for climate financing and accreditation to climate funding agencies is required.
• At least five years of relevant professional experience with international organizations or technical assistance providers.
• Experience working in the areas of trade and/or business related technical assistance would be an asset.
• Competent user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and the development of online surveys.
• Analytical and strategic mindset.
• Ability to work independently and to solve problems.
• Flexibility and ability to work under pressure and tight deadlines.
• Excellent communications skills, both oral and written.
• Excellent communication, diplomatic, presentation skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.


Fluency in English.

As per UN policy, Consultants and Individual Contractors may not apply for or be appointed to any position in the Professional or above categories and for positions at the FS-6 and FS-7 levels in the Field Service category within six months of the end of their current or most recent service. This restriction does not apply to associate experts(Junior Professional Officers) appointed under the Staff Rules.
