Job Description:

Leads activities in IT fields such as electronic data processing, information systems technology, and electronic security. Oversees the development and implementation of IT projects and initiatives. Directs subordinate managers and staff.

All District 4 Public Health, County BOH employees are deemed essential employees in the event of an emergency. As such, you may be called on to participate in an event not limited to but including, staffing a shelter, a Specimen Point of Collection Site (SPOC) and/or Point of Dispensing site (POD). When you are called on to participate, you are expected and it will be a part of your job requirement to participate, whether the emergency occurs during or outside regular work hours.
• Responsible for all aspects of I.T. including strategic planning, evaluation, development, implementation and administration of all systems and infrastructure.
• Responsible for oversight of the facility and fleet maintenance.
• This position must ensure that proper practices are followed in the utilization of technology including federal, state, and local laws, industry best practices and a well-established strategic plan/direction.
• Oversees the development and implementation of IT projects, telecommunication projects, and other technology related initiatives.
• Manages the development, daily operation, and support of production information systems.
• Oversees the work of staff involved in programming, computer operations, vendor interface and or support services.
• Ensures the overall security of our network, etc. and the telecommunication devices, etc., as well as security as it relates to HIPAA.
• Works to support the statewide business objectives of DPH to establish the direction and manage the efforts of activities in IT fields such as electronic data processing, information systems technology, and electronic security, converting those objectives into actions and programs.
• Oversees the development and implementation of statewide IT projects and initiative on behalf of the district. Has a broad scope and high level of responsibility within the agency.
• Represents District 4-0 by attending relevant statewide meetings and represents the I.T. department at local district meetings.
• Must have the following abilities:
• Ability to troubleshoot hardware and software problems and develop solutions.
• Ability to provide on-site and/or remote technical support.
• Ability to perform backup and recovery procedures.
• Ability to improve operational efficiency.
• Ability to install and maintain network components, computer hardware and applications.
• Ability to evaluate existing systems and network and make recommendations.
• Ability to handle telecommunications issues.
• Ability to effectively problem solve and disseminate information across departments.
• Ability to work with multiple levels of management and leadership.
• Must have excellent verbal and written communication and customer service skills.
• Ability to work independently and with a team.

Bachelor's degree in a related field from an accredited college or university AND Three years of directly related supervisory/management experience OR Five years of directly-related supervisory/management experience OR One year of experience at the lower level Mgr, Information Technology (ITM020) or position equivalent.

Preferred Qualifications:
• Public Health experience
• Bachelor's Degree
• Experience with VHN
• Experience with VolP phone systems.
• Basic Network Troubleshooting skills.
• Strong analytical skills.
• Technical understanding of networked data.
• Hyper-V or VMware.
• Meraki Firewalls.
• Experience creating and editing Group Policy Objects.
• Microsoft Server 2012 or 2016, and proficient Microsoft Office Skills.
