Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

Under the direction of the Associate Director, Accounting, this position will assist in the daily operations of the financial department of LAHSA. Areas of responsibility for treasury services include, cash management, cash flow forecasting, working capital monitoring, private donations management, financial risk assessment, maintain and monitor LAHSA’s Financial System including General Ledger, Financial Statement preparation and reporting and lead on 3rd party and annual audit process. This position primarily functions as a cash disbursement manager assisting the Associate Director.
• Manage and oversee the daily operations of the accounting department including:
• Responsible for the timely processing of high volume and various payables including administrative invoices and employee reimbursements.
• Will create/update accounting policies and procedures Accountants.
• Correct general ledger coding, process/post payables in financial system (Abila MIP).
• Review invoices processed by Accountants.
• Identify bottlenecks in processing and create and update procedures for compliance and efficiency.
• Process journal vouchers entries.
• Identify and track payable credit memos.
• Prepare/review accounts payable reconciliation.
• Ensure document retention and management.
• Creation and maintenance of chart of accounts.
• Budget tracking and accounting per multi-segmented general ledger string.
• Ensure accounting entries are following US GAAP modified accrual basis.
• Ensure accounting transactions comply with 2 CFR 200, GSA, Funder Parameters and MOU requirements.
• Point of contact in working with auditors and provide requested information.
• Point of contact for AP related issues for external and internal parties.
• Ensure internal controls for accounting function and financial reporting are implemented.
• Proven working experience managing accounting functions as an accounting manager, accounting supervisor or finance manager.
• Proven working experience in fund accounting and fiscal grants management of Federal and Non-Federal funds.
• Proven knowledge of bookkeeping, accounting principles, practices following US GAAP, and GASB.
• Working knowledge of 2 CFR 200 and Funding regulations.
• Ability to manipulate large amount of data.
• High attention to detail and accuracy.
• Ability to manage and supervise team of accounting staff.
• Team-based project management (Integrated Agency Support Team (IAST)).
• Intermediate or advanced level understanding of computer software programs, specifically Microsoft Office (Word, Excel, Access, Power Point and Outlook), and accounting software.
• Familiarity with LAHSA program or other homeless service programs.
• Proven professional experience and educational background.
