We are looking for a Quality Assurance Manager who is directly responsible to the accountable manager for the overall operation of the quality control department.

Job Responsibilities:
• Supervise all personnel assigned to the inspection departments. Ascertain that all inspections are properly performed on all completed work before it is released to the public, and that the proper inspections records, reports and forms used by the repair station are properly executed.
• Make... available to all departments the necessary maintenance, overhaul and part manuals, service bulletins, Airworthiness Directives and any other required technical data and for insuring that all technical data is complete and current.
• Insure no defective or unairworthy parts are installed in any component or unit is released by the repair station.
• Properly prepare and execute all FAA and CAAS major repair and Major alteration maintenance releases pertinent to the items released by the repair station.
• Responsible for the preliminary, hidden damage, inspection continuity and final inspections and the return to service of all items processed by the repair station.
• Collecting and maintaining a file on repair orders and inspections forms in such a manner that the specific file pertaining to an assembly or unit can be located within a reasonable length of time.
• Directing, planning and laying out detailed inspections standards, methods and procedures used by the repair station in complying with all applicable Federal and Civil Authority Aviation Regulations and manufactures recommendations.
• Oversee the Customer Quality process to interact with the customer on their concerns and comments on our products and services to insure a timely response
• Guides and directs the Aircraft Certification of Bell and Cessna products regionally.
• Chief Advisor to Bell and Cessna's compliance offices on FAA, CAAS and foreign regulatory issues.
• Liaisons with appropriate FAA and CAAS offices for the SE Asia region, as required to address Bell Helicopter and Cessna Airworthiness Certification issues.
• Support and advise the management of the Customer Quality activities covering all of Bell and Cessna commercial customers.

Principal Working Relationships:
• Reports to and receives direction from the General Manager of the Bell Asia Facility.
• Interfaces with customers on quality issues and resolutions to provide responsive service and answers on their concerns.
• Actively communicates with other aircraft and component industries on quality and regulatory requirements for improvement and benchmarking.
• Key contact with the FAA, JAA, CAAS, Transport Canada and other government agencies.
• Coordinates with Bell - Cessna Quality Departments to assure that there is a flow down of requirements and information on numerous areas such as audits, regulation changes, contract commitments, customer feedback and procedure changes.

Specific Accountabilities and Measures:
• Responsible for the continuance of the Bell Asia, Repair Station Certificate, and Warehouse certificate
• Accountable for the deliverables of the Quality Compliance Department.
• Assures the systems are in place for delivery of a quality product that meets regulatory or contractual requirements.
• Directs the review of customer feedback to ensure their concerns are addressed.
• Assure that all budget, manpower, safety, attendance, ethics and diversity issues are dealt with.
• Direct and support Bell and Cessna Quality Programs to assure that all customer, contract and regulatory issues are delivered in the products to our customers.

Qualifications

Qualifications and Experience:
• Bachelor Degree in Engineering.
• Familiar with the FARs, Advisory Circulars, EASA rules and regulations, ICAO requirements and Singapore Airworthiness Requirements (SAR) Part 145
• 10 year experience working in a MRO Organization Quality Dept.
• Experience in working with regional NAA
• Experience with FAA on repairs, forms and the operation of a repair station.
• Minimum of 5 years international business experience managing a supply or distribution facility.
• Airframe and power plant license.
• Singapore language/customs familiarity.
• Green Belt certification desired.
