REQUEST FOR EXPRESSION OF INTEREST (EOI) – EO1/01/2022

FOR GENERAL ENGINEERING AND CONSTRUCTION WORKS AND FACILITIES/BUILDING MAINTENANCE SERVICES AT VARIOUS LOCATIONS IN ETHIOPIA FOR WFP ETHIOPIA COUNTRY OFFICE & SUB-OFFICES

Closing on Wednesday 21 June 2022 at 17.00 hrs (Ethiopia Local Time)

A. Background

2. The United Nations World Food Programme hereinafter referred to as the “WFP”, with its Headquarters located in Via C.G. Viola, 68/70, 00148 Rome, Italy is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience by assisting almost 100 million people in around 83 countries each year. About 17,000 people work for the organization, most of them in remote areas, directly serving the hungry poor.

3. The WFP Ethiopia Country Office seeks to Identify competent 4. contractors for civil and engineering and construction works and facilities/building... maintenance services. The companies identified through this EOI process will be added to the WFP database for the invitation to participate in soon-to-be-launched and future engineering and construction and facilities/building maintenance tender.

4. The WFP Ethiopia country office, from time to time, engages in engineering and construction activities to meet program and logistical needs. WFP also maintains several premises, leased and owned, within Ethiopia that require constant maintenance not limited to building and building services (mechanical and electrical) works to keep them in usable condition all year round. The engineering and construction works are implemented through one-off contracts while the facilities/building maintenance works are through renewable long-term agreements (LTA)

5. WFP invites eligible service providers to express their interest in providing the requested GENERAL CIVIL ENGINEERING AND CONSTRUCTION WORKS, FACILITIES/BUILDING MAINTENANCE SERVICES, SOLAR INSTALLATION, AND MAINTENANCE SERVICES, PROVISION OF PREFABRICATED OFFICE BUILDINGS, STEEL STRUCTURES ERECTIONS, ROAD AND BRIDGE CONSTRUCTION AT VARIOUS LOCATIONS IN ETHIOPIA.

6. Interested service providers shall have a valid registration certificate from the Ethiopian Ministry of Works and Urban Development Bureau valid for the current fiscal year. The service providers need to have proven experience in the delivery of construction projects in remote and isolated locations and refuge campuses in various Regions in Ethiopia (Somali Region, Afar Region, Oromia, Amhara, Tigray, the Southern Nations, Nationalities Gambella, and Benishangul). Contractors based in regions are advised to submit relevant documents that show they have the required registration certificate from the Regional Authority.

7. Women-owned businesses are encouraged to apply. A company that can demonstrate at least 51% or more female ownership will be considered a women-owned business.

8. In the case of subcontractors, WFP may require the vendors awarded contracts to submit plans for subcontracting from women-owned businesses.

B. The purpose of this EOI

3. The purpose of this request for EOI is to identify suppliers with the verified technical and financial capacity to carry out general civil and engineering and construction works and facilities/building maintenance services, steel structures erection works, and Road and Bridge construction at various locations in Ethiopia for WFP Ethiopia country office. Eligible service providers will be invited to participate in the bidding process for the proposed tender.

4. Eligibility to participate in the proposed tender will be determined on the basis of;
• Compliance with statutory requirements
• Compliance with UN/WFP specific eligibility requirement
• Financial and Economic standing
• Technical capability: Experience
• Technical capability: Human Resource
• Technical capability: Plant/Equipment resources
• Technical capability: health safety and Environment and Quality control practices, knowledge, and experience

5. After the deadline for submission of responses has passed, WFP will evaluate responses received and will notify eligible participants of the outcome of the evaluation.

C. How to prepare and submit your Expression of Interest

4. In order to participate in the pre-qualification exercise, companies are required to provide the following:

• Table 2. Supplier Information (Valid Licenses and Registration);
• Table 3. Supplier Financial Status;
• Table 4. Supplier Relevant Experience;
• Signatory by the authorized company representative and company stamp.

5. All supporting documentation listed above shall be prepared in accordance with the instructions provided and sent by email to [email protected]

6. WFP will not consider incomplete or unsigned submissions. All responses and supporting documentation received will be treated as strictly confidential and will not be made available to the public.

7. This request for EOI does not constitute a solicitation. WFP reserves the right to change or cancel this procurement process or any of its requirements at any time during the process; any such action will be communicated to all participants.
