Field Officers *2 (Cash Programming) Harare Overview of the role
GOAL will provide 6 rounds of Multi-Purpose Cash Assistance to vulnerable households in collaboration with a Financial Service Provider. The Field Officer will work closely with the Program Manager - Cash to ensure that all MPCA activities are implemented to the highest level, protection is mainstreamed and there is close coordination with the Financial Service Provider.
Responsibility 1-Key Responsibilities Support the sensitization of the program to local authorities and to beneficiaries. Develop messaging to ensure that stakeholders understand the eligibility criteria, the cash disbursement process and the calculation of entitlements. In collaboration with the MEAL team, develop messaging on the Complaints Response Mechanism. Develop the outreach schedule for ProMobile in collaboration with the Program Manager/Program Coordinator. Accompany the ProMobile team. Coordinate attendance/participation from relevant Ministries. ... Participate in market assessments implemented by the CWG on behalf of GOAL. Conduct independent price monitoring for the project of key commodities. Work closely with the Database Officer and Program Manager on the disbursement schedule of cash to beneficiaries. Manage relationship with Financial Service Provider. Communicate questions and information clearly in writing. Create an audit trail with all communication. Work with the Program Manager to address issues arising from PDMs and Community Feedback Mechanisms. Ensure integration of industry best practices. Document lessons learned to inform GOALs future programming. Provide content for donor and internal reporting. Represent GOAL at local level coordination meetings. Other duties as assigned.
Requirements : Technical & Functional skills
Consider technical or functional, knowledge, or know how, qualifications, work experience, language skills (spoken and written), IT skills (specific software or systems?), Essential skills and then desirable ones BA degree in International Development, Finance, or a related field. At least 2 years of experience in the same/similar role in another organization or association; Experience in working with women, children, specific needs groups and in an urban setting; Strong organizational and communication skills. Ability to write clearly and concisely. Familiarity with Microsoft Office, particularly with working with spreadsheets.
Desirables Prior experience working with cash programming. Good organizational skills and capacity to work independently, if necessary and/or required; Integrity, professionalism and expertise in processing reports and questionnaires; Ability to understand the cultural context of the community, local language, and use that culture as an input for community mobilization; Ability to perform duties with minimum or no supervisions;
