The Education Sector is looking for a Software Developer/Systems Analyst Short-Term Advisor (presently in Samoa) to assist the Ministry of Education, Sports and Culture to develop a web-based database system that will provide the necessary data management tools to effectively collect, process, validate and report school staffing and teacher personnel data. This will inform timely and sound teacher placements and support staffing management.
Primary Duties and Responsibilities: Evaluate, analyse and incorporate all existing relevant database systems, data structures, and data specifications. Develop a system design process including process maps, information flowcharts. Provide a comprehensive system development work plan including proposed methodology for the development of a web-based School Staffing Management System. Design and test efficient data management processes and procedures. Pilot a prototype of identified modules in schools, and make modifications where necessary. Conduct training for users at pilot schools, Posting Committee, School Operations staff, and IT staff on database system software, maintenance, support, and operation. Develop a system operation manual and an administrator's manual for system users and system administrators.
Qualifications A relevant Master's degree in computer science, data/information management, advanced statistical analysis, information technology, software engineering or other relevant areas. Demonstrated skills and experience to equivalent level of Master's degree.
Skills and Experience Extensive relevant professional experience related to data management/database development and archiving, including use of web-enabled platforms and common statistical analysis tools (5 years or more professional experience). Strong skills in Software systems analysis and Software Development Life Cycle. Credible experience in Software Developments of a similar nature if not more comprehensive. Strong analytical and report writing skills. Experience in producing system manuals that are ready for publication standard. Strong planning, coordination, consultation, communication, and interpersonal skills. Ability to work in partnership with and train staff in the operation of information systems to ensure sustainability.
