Winrock is recruiting a Monitoring, Evaluation, Research, and Learning (MERL) Specialist for a five-year U.S. Agency for International Development (USAID) Youth Work Readiness and Entrepreneurship Activity to increase the ability of Uzbek youth in grades 8 11 to participate in the labor market by improving the quality of: school-based economics and entrepreneurship programs; afterschool entrepreneurship, soft skills, and work readiness programs; and the enabling environment to support and engage youth.
The MERL Specialist will be responsible for the implementation of the programs M&E activities, data reporting requirements, and pilot research studies. S/he will also serve as the point of contact with any external evaluation and/or special study contractors... throughout the life of the project.
This position is contingent upon award.
Essential Responsibilities: Provide technical leadership for MERL to the project team to ensure USAID MERL requirements are met on timely basis and guide data collection, management, analysis and visualization, and reporting progress towards indicator targets and results based on both quantitative and qualitative inputs Manage a rigorous approach to monitoring and evaluation, including creating systems for monitoring performance progress toward specific objectives, outputs and outcomes With the COP and DCOP, ensure government and private sector counterparts ownership of the projects theory of change as well as project scope, measurement strategies and desired outcomes as expressed in the projects logic model and M&E plan Develop strategies and tools for data flow, data collection, data quality assurance, data analysis, and regular reporting on approved indicators under each objective Working with selected ministries, departments and agencies, strengthen and maintain data systems to collect/report on investigations, prosecutions, convictions and sentencing, assess systems gaps and create plan to address gaps Strengthen and maintain systems to collect and report data and services provided Contribute to research design and methodology for all project-related research Lead baseline survey/study and evaluation strategy for all approved outcomes and corresponding indicators, including capacity development measures Lead evaluation of pilot projects to inform activity scale-up Monitor the results of the programs activities and contribute to periodic evaluations/assessments and contribute to dissemination of results to internal and external audiences Build capacity of MEL and technical staff, partners and key stakeholders in these areas, and ensure compliance Other duties as assigned by COP and DCOP
Qualifications and Requirements:
Advanced degree in social sciences, such as statistics, public policy, economics or a related field, and/or specialized training/certification in monitoring & evaluation
Experience: Experience designing and managing multiple disaggregation variables for participant monitoring and database systems, including gender and age; Experience in strategic planning and performance measurement, including indicator design, target setting, reporting, database management, and developing M&E and/performance monitoring plans; Experience in designing and administering data collection tools, conducting data entry, data cleaning, data processing and analysis; Experience managing and providing ongoing training to M&E field officers and/or subrecipients. Experience with data quality assessments and oversight;
Skills/Knowledge: Familiar with USG donor MEL requirements Strong training design, training delivery, and facilitation skills Strong research or survey design experience Excellent written and oral communication skill in English Uzbek and Russian language skills desirable Proficiency in word procession, database management, statistical analysis, survey, and presentation software (Microsoft) Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies Understanding of gender mainstreaming and analysis frameworks and development of indicators pertaining to adolescent girls and womens economic empowerment is preferred
