The Norwegian Refugee Council (NRC) has been assisting conflict-affected civilians in eastern Ukraine since 2014. The main focus is for NRC to respond to the protection and existing humanitarian needs of the conflict-affected population, including IDPs, returnees, host communities and local communities in eastern Ukraine, notably along the contact-line. As the conflict has become protracted, it is necessary to contribute to durable solutions for displaced outside the immediate conflict zone.
In 2021, NRC programme in Eastern Ukraine has continued focusing on legal aid; water and sanitation, especially as a response to Covid-19 outbreak; durable solutions; food security and livelihoods; protection and advocacy.
The role of the Area Programme Manager is to ensure effective implementation, management and reporting on all projects in Luhansk and Donetsk oblasts. This role also contributes to the development of programme strategy as well as the representation of NRC projects... to external stakeholders including UN agencies, INGOs and NGOs, local authorities, donors and other key stakeholders.
Duties and Responsiblities
The Programme manager is responsible for implementing integrated programmers and represent NRC at coordination forums, as delegated from Area Manager. Member of the Area Management Group. Representation of NRC project to external stakeholders including UN agencies, INGOs and NGOs, local authorities and other key stakeholders. In addition: Line management for CC project managers Compliance and adherence to NRC policies, guidance and procedures Responsible for ensuring programme support to integrated programme, coordination and technical quality in Area office Provide area specific input relevant for CC strategies Compliance to donor standards, and grant management and regular reporting to donor in Area Identify funding opportunities and develop funding strategy and forecasts Responsible for grants management and BPO allocations in Area Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation Coordinate new emergency response in Area, and approve existing Ensure capacity building of all technical programme staff
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. The line manager drafts the specific responsibilities and sends them to his/her line manager for approval. Deputy AM when appointed Responsible for the CC programmatic input to the contingency plan Representation in sectorial coordination, clusters and/or working group Contribute to development and implementation of Nexus and Durable solutions programing Contribute to sustainable programing and transition of implementation to partner organizations for GCA side. Skills, Knowledge and Experience Minimum 4 years experience from a management position in a humanitarian/ recovery context Experience from working in complex and volatile contexts WASH, LFS or ICLA expertise Documented results related to the positions responsibilities Knowledge about own leadership skills/profile Fluency in English, both written and verbal Knowledge of the context in Ukraine Knowledge of the local language would be preferable Experience from advocacy work Experience with start-up, exit or similar
