Winrock International (WI) is currently recruiting for the position of a full-time Land Governance Specialist in its Malaita project office to support the five-year, USAID-funded Solomon Islands Strengthening Competitiveness, Agriculture, Livelihoods, and Environment Natural Resource Management (SCALE-NRM) Program. The SCALE-NRM Program will foster conservation economies at a community scale that provide opportunities for income generation from NRM and drive provincial and national government commitment to natural resource governance. As USAIDs flagship NRM initiative in the Solomon Islands, SCALE-NRM will pave the way for future USAID investments in... promoting competitive, sustainable, and inclusive economic development. A Pacific Islander is preferred for this position.
SCALE-NRM has three objectives: Promote a people-centered approach to resource governance, which will leverage the traditional connection among Solomon Islanders and a track record of communities organizing themselves around specific opportunities Strengthen markets for conservation through provincial and community-driven schemes that ensure communities have options to pursue alternative livelihoods and participate in diversified economic opportunities from environmental conservation Build the capacity of government in implementing a holistic, ecosystem-wide approach to NRM, which includes ecosystem health, land-use, climate change adaption, and economic development
The Land Governance Specialist provides technical leadership and support to communities on the development of participatory land use plans and in developing a framework for land use planning for validation at the provincial and national level. S/he will build awareness over land rights and develop legally recognized land-use plans at the community level. S/he will also contribute to capacity building activities within the provincial and national government on land use planning and implementation, and support provincial and national-level validation of land use plans.
OTHER RESPONSIBILITIES: Contribute to program technical direction and activity implementation in areas agreed upon with the Chief of Party; Identify and build on successful practices in the Solomon Islands in land use planning at the community level; Facilitate relationship building with relevant government agencies and other local stakeholders; Organize and track meetings with stakeholders; Represent the project team at meetings and conferences as needed; Communicate and coordinate with program staff on technical questions related to land governance, for work planning and program implementation; Work closely with local NGO partners, providing technical oversight when required; Visit project areas regularly to assure project progress towards activity objectives and goals; Address and proactively identify problems and challenges, and adapt to evolving institutional, financial, and political realities on the ground; Contribute to Quarterly and Annual Technical progress reports for donor submission; Contribute to the Annual Work Plan and other programmatic documents; Complete other tasks as assigned by supervisor(s).
QUALIFICATIONS AND BACKGROUND:
Education: .Masters degree in Land Use Planning, Land Administration, Forestry, Natural Resource Management, Public Policy, or related field.
Work Experience: 8 to 10 years of relevant experience in Land Governance or Land Use Planning sectors; At least 5 years experience working directly with communities to develop land use plans; Experience working with key Government of Solomon Islands stakeholders at the provincial and national levels, preferred; Experience working with donor-funded projects is an advantage; Demonstrated and proven record to work in a multidisciplinary team.
Skills Strong understanding of Solomon Islands political practices, knowledge of existing body of laws, regulations, and procedures governing land use, and appreciation for existing issues and initiatives to address these issues; In depth knowledge and work experience in the forestry and natural resources sector in Solomon Islands In depth knowledge and work experience in land use planning; Ability to work in a team, including effectively contributing to joint planning and implementation of trainings, workshops, and other program activities; Excellent organizational skills; Excellent written and oral communication and interpersonal skills; Required computer proficiencies: Word, Excel, PowerPoint, Internet; Language skills: English- fluent spoken, written.
