Winrock International (WI) is currently recruiting for the position of a MIS Officer in its Malaita project office to support the five-year, USAID-funded Solomon Islands Strengthening Competitiveness, Agriculture, Livelihoods, and Environment Natural Resource Management (SCALE-NRM) Program. The SCALE-NRM Program will foster conservation economies at a community scale that provide opportunities for income generation from NRM and drive provincial and national... government commitment to natural resource governance. As USAID's flagship NRM initiative in the Solomon Islands, SCALE-NRM will pave the way for future USAID investments in promoting competitive, sustainable, and inclusive economic development.
SCALE-NRM has three objectives: Empowering communities to effectively participate in decisions about the exploitation of community-owned forests, and to design and implement initiatives to conserve and effectively manage these forests. Ensuring increased community economic benefit from the forests which they own, through a combination of income-generating activities and conservation concessions Strengthening the capacity of the Malaita Provincial Government to effectively plan, manage and protect forests, building a network of Natural Resource Champions in the national and provincial governments, and sharing the experience of the project in Malaita to other provinces throughout the country. SUMMARY:
Manages and maintains the SCALE-NRM MIS system, including data collection, database, and data visualization technologies. Prepares detailed documentation of the system design, including an entity relationship diagram, and updates as needed to reflect changes in data collection tools. Updates data tables and visualizations (charts, graphs, and dashboards) and develops and documents related queries. Coordinates with Winrock Home Office AGILE MIS support on MIS set-up, management and staff training. Coordinates with Winrock Home Office GIS Specialists to integrate data collection, management and visualization with ArcGIS application for spatial imagery and geographic information analysis. Consults with Winrock's data policy point person to ensure compliance with USAID's and Winrock's data security requirements.
Maintains the SCALE-NRM Management Information System (MIS) for the capture, management and analysis of monitoring and evaluation (M&E) data for the project. Responsible for MIS administration and timely data capture on field activities including backup & recovery in case data gets corrupted. With support from AGILE, provides analysis and visualization of MIS data to project managers to support decision-making and reporting requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES: With support and guidance from AGILE, manages the MIS of the program (Database Management ) Develop/ Establish SCALE-NRM database, including mapping of flow of information/data from field to end users Prepares detailed documentation of the system design, including an entity relationship diagram, and updates as needed to reflect changes in data collection tools. Completes initial MIS Administration and Data Analysis training and assumes full control of the MIS and M&E systems. Manages project MIS architecture, navigation and permission levels of project staff, modifying the MIS as necessary to accommodate changing needs and ensure full compliance with data requirements as stated by the M&E plan. Determines local operating instructions and user guidelines on data capture, validation and entry into the MIS. Enforces policy on data capture, entry and timeliness among project staff, and define types of project reports to be uploaded at their due dates Ensures that all M&E data is fully uploaded, integrated and traceable through the MIS, including baseline survey data, routine registration and output monitoring, annual outcome surveys and end-of-project impact surveys. Consults with Winrock's data policy point person to ensure compliance with USAID's and Winrock's data security requirements. With support and guidance from AGILE, manages data analysis and business intelligence for the project (Data Analysis /Dissemination) Provide /Create platform for SCALE NRM indicator progress tracking to be accessed online or within the MIS Models data to create dynamic visual dashboards, including charts with drill-down capacity, maps, matrices, and data filters. Interprets data visualizations and analyses to identify strong and weak points in project implementation in order to provide data-driven recommendations to improve project implementation. Responds to ad hoc requests from HO, project managers and technical colleagues to generate customized analyses, visual reports and maps. Presents data visualizations to communicate project status to managers and technical colleagues Provides visual reports and analyses for project communications materials, reports and presentations. Provide links or access to SCALE-NRM project documents /reports when required Responsible for MIS technical support and troubleshooting for the project (MIS techincal support/ problem solving) Provides technical and troubleshooting support to all MIS users at project level. Refers more complex technical MIS problems to the AGILE MERL Community of Practice and AGILE, collaborating in the implementation of solutions. Advises IT and project managers on alternative means to augment connectivity for MIS users in areas where it is less reliable. Provides feedback to AGILE on best practices and recommendations for improvement in MIS functionality and data management procedures. Coordinates with Winrock Home Office AGILE MIS support on MIS set-up, management and staff training. Coordinates with Winrock Home Office GIS Specialists to integrate data collection, management and visualization with ArcGIS application for spatial imagery and geographic information analysis. Leads the work of assigned group data-entry support staff (Data Collection and input/Entry) Work with project staff to design templates /tools that will be used for data collection Explore digital platforms for data entry, so as to reduce manual data entry into paper forms during field surveys Allocates and coordinates the flow of work of data-entry staff. Trains and guides data-entry staff. Advises project managers on requirements and timing for additional data-entry support. Checks data entry for accuracy and timeliness, and data is provided and analyzed in time to meet reporting schedules. Makes suggestions to improve data operations and implements changes as approved. Undertakes all other duties including backup and recovery of MIS system (if need be). and projects as may be assigned from time to time (Data Storage and Backup)
KNOWLEDGE, SKILLS, AND ABILITIES:
Essential Ability to perform and interpret statistical analysis using statistical software packages. Demonstrated abilities in data collection, analysis and reporting using computer-based packages and databases. Strong analytical skills, including the ability to organize a variety of information into standardized structures, clearly interpret quantitative and visual data outputs and develop recommendations for action. Strong computing skills in a Windows based environment, including the Microsoft Office Suite. including knowledge of SharePoint. Familiarity with Sharepoint and ArcGis. Strong written communications and presentation skills, particularly the ability to synthesize large quantities of information into clear and concise narratives and visual formats. Demonstrated ability to work effectively, both independently and in a team environment. Excellent interpersonal and teamwork skills.
Desirable Thorough knowledge of M&E methodology, including quantitative and qualitative research methods, tools and techniques. Excellent computing skills, including knowledge of SQL databases. Ability to design and manage relational databases, mobile data collection, and preferably to use Power BI. Familiarity with Malaita. Knowledge of local languages.
EDUCATION and/or EXPERIENCE REQUIREMENTS: Bachelor's degree in IT, computer science, statistics, social sciences, or related field. Minimum of five years of experience with data management and analysis, preferably in international development projects, particularly donor-funded projects. Or an equivalent combination of education and experience.
