National Project Coordinator

The National Project Coordinator (NPC) reports to the Health Program Manager (Health PM) and is responsible for program coordination and supporting six (6) Provincial Health Coordinators to effectively carry out COVID-19 Response and Vaccine Roll-Out activities in the six (6) provinces. The NPC will actively support the PM in overseeing quality & timeliness of deliverables, capacity needs assessments ... training for Program Management Unit (PMU), program evaluations, timely & effective communication.

Key Accountabilities
• Together with the Health PM, provide support the Provincial Health Coordinators to coordinate and ensure that provincial COVID-19 response and support to vaccine roll-out activities and workplans are carried out; implementation is on track; quality performance targets are met, and grant conditions are complied with across all six (6) targeted provinces.
• Ensure Provincial Health Coordinators support PHA’s to effectively coordinate and ensure delivery of the COVID-19 vaccine in accordance with the GoPNG’s National Deployment Plan and Vaccination Plan for COVID-19.
• Have regular communications with the Provincial Health Coordinators to ensure uninterrupted supply of Personal Protective Equipment (PPE), medical equipment, and commodities for COVID-19 at the provincial, district and health facility levels.
• Ensure the Provincial Health Coordinators support the PHAs share COVID-19 and COVID vaccine messaging through local radio, print media, SMSs, and online to reach adults and children.
• Through analysis and conversation, proactively identify risks and challenges to project implementation, provide solutions or escalate program related concerns to the Health PM.
• Ensure regular reflection and feedback sessions with implementers for harmonised working environment.
• Follow-up on quarterly progress reports ensuring that they are submitted on time and to a high quality.
• Ensure that any variances from agreed-upon budget and performance targets are well-documented

Nature of Work

This project aims to strengthen the GoPNG response to the current COVID-19 surge in cases, while simultaneously supporting the implementation of the National Vaccination Roll-Out Plan. WV and SC, in collaboration with partners Susu Mamas, PNG Assembly of Disabled Persons (PNGADP), CBM and Burnet Institute, have combined their operational strengths, complementary approaches and extensive geographic coverage to propose a project which supports PHAs in ten provinces and reaches target communities with inclusive RCCE activities delivered through partners’ vast community networks.

Role Purpose

Key Areas of Accountability

Project Implementation

Stakeholder Management
• Work closely with partner organisations, providing support to address concerns on research, risk communication, and adverse social impacts as a result of COVID-19.
• Build a strong working relationship with health implementors, creating a platform to bring up challenges and collectively find solutions.
• Direct stakeholders to appropriate experts / technical advisors based on their inquiries.
• Coordinate with Save the Children’s different departments to ensure project activities are delivered on time.
• Perform as focal point for stakeholders including national & international delegations.

Monitoring, Evaluation, Accountability and Learning (MEAL)
• Ensure data collection tools are developed and used for community-based activities.
• Work with the MEAL Coordinator to collect, validate, and reconcile COVID-19 response and Vaccine roll-out data before submission to the Health PM.
• Ensure timely and quality data collection, consolidation and reporting of COVID-19 response and vaccine roll-out data at the provincial level in collaboration with provincial staff.

Compliance
• Maintain a risk register based on the SC PNG risk management practice, proactively managing the risks.
• With guidance from the MEAL Advisor, ensure data quality and accuracy through data triangulation and verification.
• Ensure all fraud and protection cases are reported & registered in a timely manner, and support the investigations, communications and action as guided by the SC PNG focal points.
• File documents and reports in an orderly manner and accessible to always authorised persons.

Person Specification

Qualifications/Accreditations
• Bachelor’s degree in Social Sciences, Health Management, Education, Business Management or Project Management

Skills, abilities and experience
• 5 + years demonstrated experience in grant, project, and data management.
• Experience in complex international grant-based development projects is highly desirable
• Skills and experience in the following areas is highly desirable: Finance, Procurement, Asset management, M&E, Budgeting, Activity Planning, Internal Audit, Compliance and Reporting
• Excellent MS Excel, Word & PowerPoint Skills
• Ability to work effectively and calmly in a high-pressure environment.
• Self-motivated, confident, and able to take initiative, and work with the minimum supervision.
• Excellent communication and influencing skills and the ability to converse with both technical and operational stakeholders.
• Able to write clear and effective assessment and project reports
• Strong English and Tok-Pisin skills and an ability to communicate with diverse audiences
• Effective team player and experience in delivering results on time.
• Able to work harmoniously in cross cultural environment
